HOUSING INSPECTOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to conduct initial move-in, annual occupied, and special inspections on single family residences, town houses and apartments to ensure that properties meet federal and local housing quality standards required for eligibility in the Section 8 Housing Choice Voucher Program. Incuments make independent judgments in the field in accordance with departmental policy, and must effectively communicate these decisions to others to obtain compliance. Incumbents report to a Housing Inspector*Lead, and work is evaluated based upon result obtained.

ESSENTIAL FUNCTIONS:

• Inspects properties for compliance with Housing and Urban Development (HUD) Housing Quality Standards (HQS);
• Inspects properties for compliance with applicable local building codes and zoning ordinances that have been added to the HQS requirements by the City and approved for inclusion by HUD;
• Assesses damages, determines who is responsible for correction, and establishes deadlines for completion of work;
• Completes inspection reports and related documentation;
• Documents efforts to bring properties into compliance and conducts follow-up inspections to ensure that work is completed;
• Testifies and presents evidence in administrative hearings and court proceedings;
• Provides specialized customer service for large apartment, townhouse, and/or single family unit landlords who have more than 40 contracts with the Section 8 program;
• Assures all inspections are scheduled, performed, and inputted in a timely manner;
• Provides information on other City agencies and departments when needed;
• Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

Required Knowledge, Skills and Abilities:

Knowledge of:

• Federal Housing Quality Standards.
• Local ordinances and building codes incorporated into the HQS for the Section 8 Program in Phoenix.
• Building trades and construction methods.
• General understanding of the Section 8 program and the Landlord/Tenant Act.
• City agencies and departments.

Ability to:

• Communicate orally with customers, clients or the public in face-to-face one-to-one settings, using a telephone, or in group settings.
• Comprehend and make inferences from written materials.
• Objectively interpret and consistently apply regulations in accordance with department policies.
• Operate a variety of standard office equipment requiring continuous or repetitive arm-hand movements.
• Learn job-related material primarily through oral instruction and observation. This learning takes place mainly in an on-the-job training setting.
• Produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
• Enter data or information into a terminal, PC, or other keyboard device.
• Observe or monitor objects to determine compliance with prescribed operating or safety standards.
• Perceive the full range of the color spectrum, such as when working with electrical wires.
• Measure distances using a tape measure.
• Work in a variety of weather conditions with exposure to the outdoor elements.
• Bend or stoop repeatedly or continually while performing inspections.
• Travel over rough, uneven, or rocky surfaces.
• Make independent decisions to resolve problems or conflicts, and to enforce housing program rules and regulations.
• Work cooperatively with other City employees, housing applicants and residents, community workers, and the public.
• Work safely without presenting a direct threat to self or others.

Additional Requirements:

• Positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
• Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.

ACCEPTABLE EXPERIENCE AND TRAINING:
One year of experience in building inspections or in a technical trade such as plumbing, electrical, or HVAC, including some public contact work. Other combinations of experience and education that meet the minimum requirements may be substituted.
