MODERNIZATION MANAGER

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to apply professional administrative and construction coordination knowledge and skills to a variety of difficult modernization projects within the Housing Department, performing work in the office and field. Assignments are broad in scope and require the use of independent judgment and initiative in making decisions of considerable difficulty. In addition, the managerial aspects of these assignments are of equal importance since this classification is responsible for the administration and coordination of major modernization projects. Supervision is exercised over a staff of professional, paraprofessional, and office employees. Work is performed under the general supervision of a Deputy Housing Director.
ESSENTIAL FUNCTIONS:
- Plans, coordinates, and supervises the modernization projects of the Housing Department;
- Verifies consulting architect's pay estimates and monthly claims for payment;
- Prepares specifications for certain housing projects;
- Prepares five year plan;
- Works closely with HUD on modernization funding and prepares application for yearly funding;
- Coordinates construction contracts and monitors the progress of construction projects to ensure conformance to design specifications, cost estimates, and time schedules;
- Reviews plans prepared by consulting architects and contractors;
- Keeps current, accurate records on each working project;
- Monitors City and Federal budgets and expenditures;
- Monitors and ensures conformance to design and construction budgets;
- Answers citizens' questions relating to the various modernization projects and conducts public hearing regarding these projects;
- Writes and submit program progress reports;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Knowledge of:Ability to:
- HUD, CIAP, and CGP grant regulations.
- City Capital Improvement Program budget and expenditure process.
- Architectural and construction processes.
- Modern methods, techniques, and design concepts as applied to public and affordable housing.
- Program and project budgeting oversight.
- Appropriate laws governing housing programs including local building codes, health, and fire regulations.
- HUD reporting requirement for CGP, CIAP, and development programs.
- General operations and procedures of a public housing agency.
- Operations, practices, techniques, and procedures of a modernization program.
- To review plans and specifications and prepare construction bid packages.
- Communicate orally with customers, clients or the public in face-to-face one-to-one settings, using a telephone, or in group settings.
- Draw or letter charts, schedules, graphs, maps, or similar objects.
- Use graphic instructions, such as blueprints, or other visual aids.
- Produce written documents with clearly organized thoughts using proper English sentence construction, punctuation, and grammar.
- Perform a broad range of supervisory responsibilities over others.
- Collect, interpret, and analyze data consistent with workable Federal code enforcement, community renewal or other Federally assisted housing programs.
- Work cooperatively with other City employees, contractors, federal government, and the public, often under difficult circumstances.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of experience in coordinating and administering construction projects, including one year of experience supervising professional and technical staff, and a bachelor's degree in construction engineering, construction management, business, public administration, or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
