ENTERPRISE TECHNOLOGY MANAGER

The fundamental reason this classification exists is to manage the activities of a high-level organizational unit inside the Information Technology Department (ITD). The classification’s responsibilities include oversight of several operating sections, or a combination of management of one or more large technology projects and one or more operating sections. This classification works through ITD section supervisors or Information Technology Project Managers to plan, organize, and administer all activities of the organizational unit. Supervision is exercised over professional, technical and/or clerical personnel. This classification works with considerable freedom typically under the general direction of the Chief Information Officer, Assistant Chief Information Officer, or Deputy Chief Information Officer. This classification is a management-level ITD position and may include one or more of the following responsibilities: Provide technical expertise to management in establishing City policies regarding enterprise technology functions, architecture planning and adherence, IT policy, standards, and citywide technology planning and budgeting processes. Plan, direct and coordinate the installation and maintenance of a municipal telephone, network/communications or wireless/radio system. Conduct research to identify common and/or new opportunities for departments to deploy information technology to improve services to the public and improve internal operations, and the installation, maintenance, and repair of municipal radio, cable, and electronic systems and equipment. Consult and plan with departments to determine services required or used by the City. Duties require technical knowledge and judgment in planning and engineering for the development and maintenance of municipal enterprise systems. Organize the preparation of Requests for Proposals for new systems/services, evaluate proposals and recommend selection of vendors to management. Act as the principal City contact for vendors concerning network, software and equipment problems and services.
ESSENTIAL FUNCTIONS:
- Coordinates with department management, staff and supervisory personnel to accomplish organizational unit goals and objectives;
- Projects manpower requirements and determines resource allocation within organizational unit;
- Establishes long and short term goals and sets priorities for the organizational unit;
- Reviews employee knowledge and skill needs, and establishes or coordinates plans for training;
- Responds to and resolves complaints dealing with organizational unit personnel or service delivery;
- Researches industry practices that reflect the most effective application of information processing or communications technology and resources;
- Prepares organizational unit budget and controls expenditures; Writes reports from analysis of research or investigation;
- Consults with and advises customers on service requests and problems;
- Designs and develops specifications for current and future City enterprise systems installations;
- Supervises professional, technical and support staff in the design, installation, operation and maintenance of municipal enterprise systems;
- Writes specifications, procures materials and equipment, and supervises the installation of new systems;
- Manages all phases of project development to ensure user satisfaction, project continuity and internal consistency;
- Direct IT policy, standards, and guidelines development, review, and implementation processes and coordinate the annual citywide technology planning process;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Computer or communications systems planning and feasibility research methods.
- Principles and practices involved in designing, constructing, installing, maintaining and operating a variety of enterprise systems and of standard testing devices for such equipment.
- Administrative research, techniques, and methods of report preparation.
- Principles and practices of personnel management, supervision, and budgeting.
- Project organization, management, delivery, monitoring, and control for which an advanced certification such as a Project Management Professional (PMP) is a requirement.
- Computer operations management, communications systems management, systems programming, design, electronic data processing systems, and/or installation or user technology.
- Effectively supervise the design, construction and maintenance of major enterprise systems installations.
- Perform short-term, intermediate and long-term forecasting and planning.
- Prepare cost estimates and alternate funding recommendations.
- Analyze, interpret, summarize, and report research and feasibility studies.
- Perform a broad range of supervisory responsibilities over others.
- Comprehend and communicate technical and non-technical issues orally in the English language with customers, clients, and the public using a telephone or in a one-to-one or group setting.
- Review or check the work products of others to ensure conformance to standards.
- Work cooperatively with others.
- Produce written documents in the English language with clearly organized thoughts with proper sentence construction, punctuation, and grammar.
Additional Requirements:
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of responsible experience in computer applications systems development, operations, technical services, or user technology including progressively responsible experience in supervision, and a bachelor's degree in computer science, business or public administration, or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
