DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to develop City-wide prioritized information requirements and to establish City-wide standards for hardware and software to ensure quality, functionality, connectivity, and compatibility through the use of computer hardware and software to conduct City services. The Chief Information 0fficer is ultimately responsible for development, implementation, and maintenance of applications systems, operation of the centralized data processing center, establishment and maintenance of a standard charge-out distributing system for Information Technology Department (ITD) services, and maintenance of acceptable service levels for City user departments. The Chief Information 0fficer oversees a continuous program of education and research to assure City-wide standards are maintained and the cost-effective utilization of ITD resources. Work is performed with considerable independence and judgment, subject to review on the basis of results achieved, under the general direction of a Deputy City Manager.
ESSENTIAL FUNCTIONS:
- Establishes guidelines and programs for effective information technology management;
- Provides data processing services required by the City of Phoenix;
- Plans, organizes, coordinates, and directs the activities of the City centralized and ITD satellite data processing centers;
- Recommends long-range and short-range management information systems plans and budgets to City management;
- Approves staff recommendations on major systems development and/or research projects;
- Establishes City-wide strategic policy for planning, development, and design of information needs;
- Researches management information systems hardware and software including applicable vendor applications, data base management, and operational control packages;
- Sets policies to ensure privacy data and security of data processing facilities;
- Establishes guidelines and programs for effective database management utilization;
- Consults with and advises other division and department heads on information technology management needs and problems;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

Additional Requirements:
- Some positions will require the performance of other essential or marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of management experience in directing a major program in a large scale data processing facility and a bachelor's degree in mathematics, business administration, computer sciences or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
