ASSISTANT CHIEF INFORMATION OFFICER

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to manage and direct a major division of the Information Technology Department. Work involves major and complex technical decisions in the areas of equipment and system software procurement, system development, system evaluation, and maintenance. Work assignments are very broad in scope and are performed with considerable independence. Work is performed under the general direction of the Chief Information Officer and is reviewed through the evaluation of reports and conferences.
ESSENTIAL FUNCTIONS:
- Plans, organizes, coordinates, and directs the activities of an ITD Division as assigned by the department head;
- Develops and evaluates new policies and procedures and reports their impact on departmental activities;
- Researches, develops, and evaluates information technology management needs and problems related to systems hardware and software, including applicable vendor applications, data base management, and operational control packages;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Principles and practices of personnel management and supervision.

- Ascertain priorities and meet deadlines and objectives.
- Effectively plan for and use technical and staff resources.
- Communicate orally in the English language with customers, clients, and the public using a telephone or in a one-to-one or group setting.
- Produce written documents in the English language with clearly organized thoughts with proper sentence construction, punctuation, and grammar.
- Enter data or information into a terminal, PC, or other keyboard device.
- Work cooperatively with others.
Additional Requirements:
- Some positions will require the performance of other essential or marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of experience in the management and supervision of information processing functions, including applications development, computer operations, and system programming, with one year at the level of section head of a major program. A bachelor's degree in computer science, business administration, or a related field is required. Other combinations of experience and education which meet the minimum requirements may be substituted.
