MUNICIPAL COURT INFORMATION SYSTEMS OFFICER

The fundamental reason this classification exists is to plan and manage the activities of the Municipal Court Information Technology Division. The Municipal Court Information Systems Officer works with state and local courts’ administration, the city Information Technology Department, and the division’s section supervisors to plan, organize and administer all activities of the division, including strategic and tactical information technology planning, systems acquisition and administration, application systems development and support, LAN and desktop administration, and grants and contracts management. This position works with considerable freedom under the general direction of the Presiding Judge.
ESSENTIAL FUNCTIONS:
- Coordinates with city Information Technology Department to plan, implement, and administer hardware, software and LAN assets that are compliant with city enterprise IT architecture standards;
- Coordinates with Arizona State Courts System to plan, implement, and administer hardware, software, and network assets that are compliant with Arizona State Courts System IT architecture standards;
- Coordinates with Police Department, Prosecutor’s Office, and Public Defender’s Office to plan, implement, and administer IT systems and applications which support their common and interrelated criminal justice system processing requirements;
- Coordinates with Municipal Court management, staff and supervisory personnel to accomplish division goals and objectives;
- Projects manpower requirements and determines resource allocation within division;
- Establishes long and short term goals and sets priorities for the division;
- Reviews employee knowledge and skill needs, and establishes or coordinates plans for training;
- Responds to and resolves complaints dealing with division personnel or service delivery;
- Researches court industry practices that reflect the most effective application of information processing technology and resources;
- Writes reports from analysis of research or investigation;
- Prepares division budget and controls expenditures;
- Consults with and advises user department management on service requests and problems;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Systems design, programming, testing, implementation, and maintenance methods.

- Installation and administration of user technologies.
- LAN administration.
- Communicate with individuals and groups in a face-to-face, one-to-one setting, or by telephone on technical and nontechnical issues.
- Analyze and evaluate feasibility and suitability of division projects.
- Produce technical and nontechnical written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Work cooperatively with State Courts System staff and other City employees.
- Exercise a broad range of supervisory responsibility over others.
- Comprehend and make references from material written in the English language.
Additional Requirements:
- This position may require the performance of other essential and marginal functions depending upon work assignment or location.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of responsible experience in computer applications systems development, operations, technical services, or user technology including three years of supervisory and court related experience and a bachelor's degree in public or business administration, computer science, or a related field. Other combinations of education and experience which meet the minimum requirements may be substituted.
