PROPERTY SPECIALIST
JOB CODE 12030
DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to prepare materials necessary for the acquisition, sale or lease of real and personal property. Duties include supervising direct negotiations, managing City-owned property, and preparing written reports and requests for Council Action on acquisition, sale or lease of real and personal property. Work is performed under the general supervision of a Real Estate Operations Specialist or Section Supervisor.
ESSENTIAL FUNCTIONS:
- Manage City-owned commercial, industrial or residential real and personal property;
- Negotiate and draft agreements stipulating the extent and scope of management responsibilities, services to be performed and costs for services;
- Negotiate for services;
- Prepare detail Requests for Proposals for services;
- Interact with developers, appraisers, consultants, engineers and attorneys;
- Maintain positive tenant relations;
- Arrange for maintenance, upkeep or reconditioning of property as may be specified in lessee's agreement or as necessary for marketing of property;
- Collects specified rents and impounds.
- Prepares and supervises the preparation of legal descriptions, deeds, leases, easements, agreements and plotting of legal descriptions on maps;
- Prepares and supervises the preparation of reports and Requests for Council Action;
- Negotiates to acquire real property for the City by purchase, donation, and condemnation (eminent domain);
- Secures rights of entry, purchase agreements, deeds, easements, releases, and consents for whole and partial parcel acquisitions;
- Examines appraisals, construction plans, and right-of-way maps and compares these with existing physical conditions;
- Creates and updates a complete, accurate file on each parcel of land;
- Initiates escrow accounts for improvements and land purchased or sold by the City and works closely with escrow agents and others until account is closed;
- Prepares and submits documents necessary for payment of City purchased real property and improvements;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Property management, real estate market analysis, leasing principles, negotiation skills;
- Report writing, research methods;
- Maintaining positive tenant relations.
- Enter data or information into a terminal, PC, or other keyboard device.
- Work independently within the parameters of established policies and procedures.
- Comprehend and make inferences from written material in the English language.
- Learn job-related material primarily through oral instruction and observation. This learning takes place mainly in an on-the-job training setting.
- Remain in a sitting position for extended periods of time.
- Communicate orally with applicants, parcel owners, City employees, and the public by telephone and in a face-to-face, one-to-one settings.
- Produce written documents with clearly organized thoughts using proper sentence structure, grammar, and punctuation in the English language.
- Work cooperatively with City employees, clients, customers, and the public.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license, and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
- Employees who serve in this class and who are skilled in a second language may be called upon occasionally to utilize that skill in the routine performance of their duties.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years experience in property and right-of-way acquisition, residential and commercial leasing, title examination, and real property management work, supplemented by courses in business law, real estate principles or real estate appraisal. Other combinations of experience and education that meet the minimum requirements may be substituted.
