SENIOR PROPERTY RECORDS SPECIALIST

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to supervise work of Property Records Specialists. Duties include training staff in office procedures and duties, assigning daily duties to insure work is completed in a timely manner, working with other City departments on procedures for the GIS/LIS system and other related projects and acting as staff supervisor in the absence of the Property Records Supervisor. The increased difficulty of work performed requiring a higher level of skill differentiates this class from the Property Records Specialist.
ESSENTIAL FUNCTIONS:
- Supervise establishment of legal descriptions and ownership records for newly recorded subdivisions;
- Supervise the updating and retrieval of ownership, lot splits and related parcel information on the City wide Geographic/Land Information computer system;
- Supervise staff in the absence of the Property Records Supervisor;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Skill In:Ability to:
- Use of tools (i.e., scale ruler, protractor, and compass) to read maps and prepare legal descriptions.
- Work cooperatively with staff, customers, other City departments and the public;
- Produce written documents with clear organized thoughts using proper sentence structure, grammar, in the English language;
- Communicate orally with staff, other City Departments, the public and customers by telephone and in person in the English language;
- Remain in a standing position for extended periods of time.
- Move objects weighing up to 20 pounds short distances (less than 20 feet).
- Remain in a sitting position for extended periods of time.
- Enter information into the Citywide GIS/LIS system using a keyboard device.
- Communicate orally with office staff, the public, other City Departments and Governmental agencies in the English language.
- Read and interpret complex metes and bounds legal descriptions, rewrite into a simple condensed form, and relate the parcel to County Assessor and City of Phoenix quarter section maps.
- Perform a broad range of supervisory responsibilities over others.
- Work cooperatively with others.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license, and have an acceptable driving record. Use of the a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
ACCEPTABLE EXPERIENCE AND TRAINING:
Four years experience in working with legal descriptions, including complex metes and bounds, supervisory experience and two years experience with computer systems. Other combinations of experience and education that meet the minimum requirements may be substituted.
