PROPERTY MANAGEMENT SUPERVISOR

The fundamental reason this classification exists is to manage City-owned property and the disposal of surplus real property. Direct assistance is provided in the property acquisition and relocation programs and to the Title and Appraisal sections. Supervises supervisory, professional, paraprofessional, and clerical staff involved in property management activities. General supervision is received from the Real Estate Administrator or other supervisor.
ESSENTIAL FUNCTIONS:
- Directs the management of City-owned property and disposal of surplus real property;
- Directs and supervises City-owned employee and public parking lots;
- Supervises, directs, and approves the negotiation, preparation, and administration of leases for City-owned property;
- Supervises the management of property records and a property management database;
- Supervises, prepares, and reviews property management reports for appropriate administrative action;
- Supervises the process of PCDs, cash receipts reports, and other payment reports;
- Prepares or supervises the preparation of the section's budget, payroll, work order charges, and inventory;
- Plans, organizes, directs, and reviews the work of employees;
- Conducts negotiations that lead to acceptable terms on sales, lease acquisitions, and disposal of property;
- Examines leased and rented City-owned property to ensure all provisions of the lease agreement are observed;
- Investigates City-owned property to insure compliance with all applicable regulations, including zoning;
- Reviews and approves all documents used for payments through the Accounts Payable and Receivable sections;
- Supervises and directs the process to abandon rights-of-way, easements, and sale of City-owned surplus property
- Investigates and answers public inquiries related to City-owned property;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Types of documents used in the acquisition, sale, and leasing of real property.
- Statutes and court decisions concerning real property title, leasehold interest, lease tenancy, and relocation matters.
- Insurance needs of real property.
- Perform a broad range of supervisory responsibilities over others.
- Explain technical real estate problems in nontechnical language.
- Produce documents written in the English language using proper sentence structure, punctuation, grammar, and spelling.
- Work cooperatively with other employees, customers, clients, and the public.
- Review or check the work products of others to ensure conformance to standards.
- Comprehend and make inferences from material written in the English language.
- Communicate orally in the English language with customers, clients, and the public using a telephone and in group and face-to-face, one-on-one settings.
- Use graphic instructions, such as blueprints, schematic drawings or layouts, or other visual aids.
- Observe or monitor peoples' behavior to determine compliance with prescribed operating or safety standards.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license, and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Four years of experience in real estate transactions or property management and right-of-way work, and recognition as a Certified Property Manager by the National Association of Real Estate Boards or a bachelor's in business administration, civil engineering, or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
