TRANSIT SUPERINTENDENT

The fundamental reason this classification exists is to ensure the effectiveness and quality of City funded contracted transit services, and direct and administer the day-to-day activities of Public Transit Department personnel and contractors responsible for the provision of transit services to Phoenix and neighboring cities. Incumbents in this class report to a Deputy Director.
ESSENTIAL FUNCTIONS:
- Oversees and manages staff responsible for the monitoring and oversight of private service contractors;
- Develops and implements contract oversight procedures;
- Monitors the quality of maintenance and repairs performed by contractors on city owned vehicles;
- Develops work scopes and service requirements for service solicitations;
- Plans service improvements and expansions;
- Oversees the operation, management and maintenance of the Regional Operational Control Center;
- Works closely with METRO to ensure Bus/Rail interface;
- Oversees various projects, functions and special events;
- Ensures adherence to local, state and federal transportation laws and regulations;
- Inspects all transit facilities and vehicles and directs corrective action;
- Develops the annual assigned budget function;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Knowledge of:Ability to:
- Federal, State, and local rules and regulations pertaining to transit management and City contracted procedures.
- Contract management process and reporting.
- Rules and regulations affecting transit safety.
- Transit maintenance requirements and necessary supplies, materials, and equipment.
- Transit servicing and storage requirements and applicable safety precautions.
- Identify trends in the transit industry and assess their impact on general transit.
- Perform a broad range of supervisory responsibility over City and contracted staff.
- Communicate orally in the English language with individuals in a face-to-face, one-on-one or group setting, or by telephone.
- Produce documents written in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Estimate labor or material cost to prepare initial project budgets.
- Work cooperatively with other City employees and the public.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- This position requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver’s license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of experience in transportation operations, maintenance and planning, including three years in a supervisory capacity or management of operating contracts and a bachelor’s degree in business management or a related field. Other combinations of experience and education which meet the minimum requirements may be substituted.
