DEPUTY PUBLIC TRANSIT DIRECTOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to administer, direct, and supervise professional and technical staff involved with the Public Transit Program. Duties include overseeing and participating in the functions of the Development/Capital Improvements section or the Planning/Operations Management section of the Public Transit Department. The Deputy Public Transit Director is involved in assuring that transit funds are expended in conformance with local, state, and federal guidelines and regulations, and working with other departments, divisions, state and federal agencies in the coordination of the various aspects of the transit program. Work is performed under the general administrative direction of the Public Transit Director with wide latitude for the exercise of professional discretion within approved policies. Work is evaluated primarily on the basis of results obtained.
ESSENTIAL FUNCTIONS:
- Plans, supervises, and reviews the work of professional, paraprofessional, technical, and clerical personnel engaged in transit, paratransit, and ridesharing programs for the Phoenix area;
- Serves as liaison for the City of Phoenix and other Valley cities involved in provision of transit service with the Urban Mass Transportation Administration
- Directs capital, operating, and demonstration grant programs and preparation of other UMTA reports;
- Prepares and assists in preparation of City Council Reports and other technical and special reports;
- Makes presentations to the City Council;
- Directs preparation and monitoring of Transit Bond and Capital Improvement Programs;
- Participates in contract negotiations, audits or federal grants and third-party contracts and in development of cost allocation plans;
- Directs major programs such as Minority Business Enterprise Involvement, Affirmative Action; and bus bench, shelters, park-and-ride, sign and terminal operation and maintenance;
- Administers and supervises the transit and ridesharing marketing programs;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Procedures and practices for operating, staffing, and maintenance associated with delivery of public transit, paratransit services and ridesharing programs.
- General transportation principles and practices.
- Modern office practices and procedures including finance and budget preparation and control.
- Transit research methodologies and practices including data processing management with microcomputers.
- Federal, state, and local guidelines, regulations, and programs concerning transit and ridesharing with skill in dealing with UMTA.
- Purchase requirements for service transit service.
- Contract negotiations and subsequent monitoring of contracts.
- Perform a broad range of supervisory responsibilities over others.
- Communicate orally in the English language with customers, clients, and the public in face-to-face, one-on-one settings, in group settings, and using a telephone.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Work cooperatively with others.
- Work safely without presenting a direct threat to self or others.
- Exercise and demonstrate good judgment.
- Evaluate the feasibility of alternatives in relation to costs, trends and social pressures.
- Comprehend and make inferences from written material in the English language.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions require the performance of other essential or marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Four years of experience in transit planning, management, or operations, including two years of supervisory experience in transit administration and a bachelor's degree in public or business administration, transportation planning or a related field. Other combinations of experience and education which meet the minimum requirements may be substituted.
