DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to direct, manage, coordinate, and plan a regional public transportation system and ridesharing program serving 1.5 million residents within the 800 square mile service area. Duties include planning, development, and administration of transit programs, regional transit planning, marketing, marketing research, Federal government transit programs, grant administration, and serving as a liaison for public transit with the business community, citizen groups, State Legislature, Arizona Department of Transportation, Maricopa Association of Governments and other local governments. The incumbent is responsible to the City Manager through the Urban Services Manager who evaluates work on the basis of a Performance Achievement Program.
ESSENTIAL FUNCTIONS:
- Administers transit operating contracts, including direction and supervision of operations, financial matters, performance and maintaining working relationships with operating companies;
- Administers and implements Transit Capital Improvement Program;
- Plans, develops, and implements various transit marketing programs;
- Monitors performance of transit system;
- Directs Maricopa Association of Governments Regional Ridesharing and transit planning programs;
- Works with other local governments to provide efficient public transportation services;
- Makes presentations to city councils, other elected officials and public groups;
- Serves as an integral part of a transportation services team which advises the Urban Services Manager on transportation strategic planning;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- The methods, practices and procedures involved in transit system planning and management, fleet management, ridesharing and the operation of public transportation systems.
- Modern business financial principles and practices.
- The transportation needs and habits of citizens and methods of modification of these habits.
Additional Requirements:
- Interact with citizen groups, elected officials and high level administrators.
- Provide leadership in formulating and directing policies and programs and engendering a creative environment.
- Exercise good judgment.
- Perform a broad range of supervisory responsibilities over others.
- Communicate orally in the English language with customers, clients, and the public in face-to-face, one-on-one settings, in group settings, and using a telephone.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Work cooperatively with others.
- Work safely without presenting a direct threat to self or others.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of executive level experience in public or private transit systems management including experience in transit operations and planning, and a master's degree in public or business administration, engineering or a related field of study. Other combinations of experience and education which meet the minimum requirements may be substituted.
