DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to direct, manage, coordinate, and plan a light rail regional public transportation system. Duties include managing the design, construction, and operation of the light rail system, including the 20-mile starter line connecting Phoenix, Tempe, and Mesa, and any future extensions. This position is responsible for marketing, marketing research, grant administration, and serving as a liaison for the City of Phoenix with the business community, citizen groups, Federal Government, U.S. Department of Transportation, Arizona State Legislature, Arizona Department of Transportation, Maricopa Association of Governments and other local governments. The incumbent is responsible to the Executive Assistant to the City Manager who evaluates work on the basis of a performance achievement program.
ESSENTIAL FUNCTIONS:
- Administers transit operating contracts, including direction and supervision of operations, financial matters, performance and maintaining working relationships with operating companies;
- Plans, develops, and implements Light Rail Transit Project;
- Monitors performance of Light Rail Transit Project;
- Works with other local governments to implement Light Rail Transit Project;
- Makes presentations to city councils, other elected officials, and public groups;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- The methods, practices and procedures involved in light rail transit project planning and management, and the operation of public transportation systems.
- Modern business financial principles and practices.
- The transportation needs and habits of citizens and methods of modification of these habits.

- Interact with citizen groups, elected officials, and high level administrators.
- Provide leadership in formulating and directing policies and programs and engendering a creative environment.
- Exercise good judgment.
- Perform a broad range of supervisory responsibilities over others.
- Communicate orally in the English language with customers, clients, and the public in face-to-face, one-on-one settings, in group settings, and using a telephone.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Work cooperatively with others.
- Work safely without presenting a direct threat to self or others.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of executive level experience in public or private transit systems management including experience in transit operations and planning, and a master's degree in public or business administration, engineering or a related field of study. Other combinations of experience and education which meet the minimum requirements may be substituted.
