PLANNING TECHNICIAN
JOB CODE 18020
DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to prepare and post public notice signs and to develop, in presentation form, ownership, land use, current zoning, and sketch maps for public hearings. Employees have some leeway in planning their work, but basic procedures are set up by the appropriate supervisor. Planning Technicians work under the general supervision of a Planning Technician Supervisor who is available for consultation and advice on difficult problems.
ESSENTIAL FUNCTIONS:
- Prepares public hearing signs using word processing software and by hand lettering detailed information from agendas and advertisements provided by City Planners;
- Laminates signs prior to posting;
- Posts public hearing signs;
- Prepares time charts and affidavits verifying the accurate time and location of the posting of public hearing signs;
- Prepares and assembles maps and makes prints on ozalid blue line machine and distributes the maps;
- Files maps in an orderly manner;
- Updates the Graphic Section hard copy quarter section maps;
- Assists in the updating of the Planning Department hard copy zoning maps;
- Utilizes GIS (ArcView and Phoenix Maps on Line) for the tracking of sign postings;
- Refuels and checks oil, water and air in tires of assigned City vehicle;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

Ability to:
- The use of manual drafting equipment such as rapidiograph pens, drafting pencils, engineering and architectural scales, triangles, straight edges, compasses, templates, French curves, and x-acto knives.
- The use of computer drafting equipment.
- Travel across rough, uneven, or rocky surfaces to post hearing signs.
- Pound three foot long pointed wooden stakes into the ground using a four-pound hammer, and attach signs with a staple gun.
- Move objects 20-50 pounds short distances (less than 20 feet).
- Communicate orally with customers, clients, co-workers, and the public in face-to-face one-on-one settings, or using a telephone.
- Use graphic instructions such as maps, layouts, or other visual aids.
- Comprehend and make inferences from written materials.
- Read and use zoning maps, quarter-section maps, plat maps, land use maps, single line maps, and aerial maps.
- Enter data or information into a terminal, PC, or other keyboard device.
- Operate a variety of standard office equipment requiring continuous or repetitive arm-hand movements such as a copy machine.
- Work cooperatively with other City employees.
- Understand and carry out oral and written instructions in the English language.
- Present facts clearly and accurately in graphic form.
- Perform fine hand movements in the accurate use of drafting instruments.
- Install material on laminator for the lamination of public hearing signs.
- Perceive color as defined by the Inter Society Color Council - National Bureau of Standards system.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Two years of experience in cartographic mapping and graphic presentation work or planning research including planning or engineering activities. Other combinations of education and experience which meet the minimum requirements may be substituted.
