PLANNER I

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to research and analyze technical data in the field of city planning and to assist the public in applying planning and zoning regulations and information to construction and land use problems. Planners I apply specialized knowledge and socioeconomic data to the planning studies and programs of the community. Incumbents work with the public in applying planning and zoning information to private project and land use plans. They may also assist with hearings and commission meetings, as well as review site plans and/or specialized wireless applications, and participate in special projects as needed. Work programs and objectives are developed by the supervisor, but Planners I must exercise initiative and judgment in carrying out these programs. Work is reviewed for appropriate results by their direct supervisor, typically a more senior level Planner.
ESSENTIAL FUNCTIONS:
- Carries out planning studies and analyses and makes preliminary recommendations based upon such studies;
- Interacts with the public in applying planning requirements and zoning regulations and information to project construction plans, land use plans, and applications for zoning changes and variances;
- Assists higher level professional planners with the preparation of materials for presentation before various boards and commissions;
- Gathers planning and engineering data and writes reports;
- Leads or participates in meetings;
- Assists with special projects;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Knowledge of:Ability to:
- Principles and practices of city planning.
- Work cooperatively with other City employees and the public, often under difficult circumstances.
- Communicate orally in the English language with customers, clients, or the public in face-to-face one-on-one settings at a service counter or at public meetings.
- Use graphic information such as blueprints, layouts, base maps, or other visual aids.
- Comprehend and make inferences from written material in the English language such as census data, surveys, previously done studies, or government document reports.
- Produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- See to point out areas on maps and to do field checks on the sites.
- Operate a computer, copy machine, or microfiche reader/printer requiring continuous or repetitive arm-hand movements.
- Move light objects (less than 20 pounds) long distances (more than 20 feet) when transporting recorders, projectors, or other materials to public meetings.
- Enter data or information into a terminal, PC, or other keyboard device.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
A bachelor's degree in city or urban planning, landscape architecture, engineering, architecture, political science, or a related field, and one year of planning experience. Other combinations of experience and education that meet the minimum requirements may be substituted.
