PLANNER II
ASSIGN: VILLAGE

DISTINGUISHING FEATURES OF THE ASSIGNMENT:

The Planner II on assignment to Village is responsible for providing staff support to one or more assigned village planning committees and other city staff on village-related issues. Incumbents work with their committees to formalize the staff-initiated annual village work program, work with the committee chairs to develop monthly agendas, provide input on village issues to Development Services site planners for their pre-application meetings, take necessary steps to resolve or mediate development proposals and city-related issues that arise within the village, provide orientation for new committee members, and keep management and their team informed of important issues within the village. Incumbents are required to be extremely knowledgeable of all planning related issues and to resolve development and land use issues occurring in the village. Village Planners write staff reports containing recommendations agreed upon in conjunction with the department’s management team, and present those recommendations to the Village Planning Committees as needed. Village Planners work with neighborhood and community groups to write plans, ordinances and studies relating to their villages. Village Planners participate on interdepartmental committees, serve as the point of contact for their assigned Villages, and balance the interests of the community, developers, and the City. Village Planners make presentations on plans, ordinances, studies, zoning cases and General Plan amendments to neighborhood and community groups as well as to the Planning Commission and City Council. Village Planners interact with the Council offices on controversial matters and resolve those matters that arise in their assigned Villages.

The Village assignment is distinguished from the base class by the extensive public contact and negotiation skills and technical knowledge required to represent the City of Phoenix and the provision of ongoing support to a village planning committee.
