DEPUTY PLANNING DIRECTOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to manage and administer long range planning, zoning administration (acting as hearing officer, coordinating zoning adjustment and enforcement procedures), or plans implementation operations of the Planning Department. Managerial aspects of the work are of major importance. Successful performance in this position depends as much on the incumbent's skill as an administrator as on competence as a planner. Direct supervision is exercised over the classifications of Principal Planner, Planner III, and Secretary II or III. Deputy Planning Directors consult and coordinate with other City officials or those from other jurisdictions, and assist major developers and the public on matters pertaining to planning and zoning matters. A Deputy Planning Director edits reports and presents plans at public meetings. Work is performed under the general direction of the Planning Director and is reviewed through the evaluation of reports and by conferences.
ESSENTIAL FUNCTIONS:
- Directs a division in long-range planning, zoning administration, or special projects and gives general guidance to the work program of the division;
- Supervises and coordinates professional Planners gathering information, analyzing data, and preparing plans;
- Acts as technical advisor to employees in solving difficult assignments and in reviewing the objectives, feasibility, techniques of execution, and resultant findings of their work;
- Consults and coordinates with other City officials or those from other jurisdictions;
- Assists major developers and the public on matters pertaining to planning and zoning matters;
- Presents plans at public meetings;
- Represents the department at Council, Planning Commission, and other public meetings, suggesting approaches to planning problems, and advising of the probable impacts of planning policies and decision alternatives;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Economics, municipal finance, and sociology as applied to city planning.

- The practices, procedures, and techniques of conducting public hearings.
- Land use relationships.
- Current urban planning principles, practices, and techniques.
- Long-range urban planning principles and practices.
- Plan, assign, and supervise the work of Planners in technical research on economic, sociological, public relations, and planning problems.
- Perform a broad range of supervisory responsibilities over others.
- Evaluate the feasibility of plan alternatives in relation to costs, trends, and social pressure.
- Work cooperatively with other City employees and the public.
- Communicate orally with customers, clients, and the public in face-to-face one-on-one settings or in group settings.
- Comprehend and make inferences from written material in the English language.
- Produce written documents with clearly organized thoughts using proper English sentence construction, punctuation, and grammar.
- Review or check the work products of others to ensure conformance to standards.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of experience in the field of urban planning, including urban planning supervisory experience at the level of Principal Planner, and a bachelor's degree in city or urban planning, landscape architecture, engineering architecture, or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
