ASSISTANT PLANNING DIRECTOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to perform complex administrative and professional work while assisting the Planning Director in the formulation, installation, modification, and improvement of plans for the City's physical and social development. The Assistant Planning Director directs overall department program coordination, quality control, intergovernmental activities, special projects, public relations, research, personnel, graphics, budget, training, or long-range and zoning administration projects. Direct supervision is exercised over the classifications of Administrative Assistant II, Personnel Analyst I, Planning Technician Supervisor or Principal Planners. The Assistant Planning Directors report to the Planning Director and serve as Department Director as required. Work is reviewed on the basis of results achieved.
ESSENTIAL FUNCTIONS:
- Translates administrative and planning objectives outlined by the Planning Director into specific programs and projects;
- Directs the overall program of a division;
- Supervises professional, technical, administrative ,and clerical employees involved in Planning Department functions;
- Serves on intergovernmental committees and task forces and intergovernmental groups;
- Manages several complex projects with staff from one or more divisions or departments, as needed;
- Attends and makes presentations at City Council meetings and subcommittee meetings dealing with planning issues;
- Supervises and oversees special projects as assigned relating to planning activities;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Economics, municipal finance, and sociology as applied to city planning.
- Principles and practices of public administration.
- Long-range urban planning principles and practices.
- Design, plan, assign, and supervise the work of professional planners, technicians, and administrative employees.
- Perform a broad range of supervisory responsibilities over others.
- Evaluate the feasibility of plan alternatives in relation to costs, trends, and social pressure.
- Provide leadership in implementing City and departmental policies and programs.
- Work cooperatively with other City employees and the public.
- Communicate orally in the English language with customers, clients, and the public in face-to-face one-on-one settings or in group settings.
- Produce written documents with clearly organized thoughts using proper English sentence construction, punctuation, and grammar.
- Speak effectively before professional groups, city officials, and the public.
- Work safely without presenting a direct threat to self or others.
- Motivate and lead staff in a team work environment.
- Review or check the work products of others to ensure conformance to standards.
Additional Requirements:
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Four years of experience in city planning, at a division head or comparable level, and a bachelor's degree in urban or city planning, landscape architecture, engineering, architecture or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
