CONSTRUCTION INSPECTIONS SUPERVISOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to direct a large number of Construction Inspectors engaged in technical inspection of public work construction projects and permit construction in the public right-of-way. Assignments in this class are allocated to the Street Transportation and Development Services Departments. The factor which distinguishes this class from Chief Construction Inspector is that the responsibilities are substantially greater due to the element of supervision extended to all levels of Engineering Construction Inspectors. Work is performed under the supervision of a professional engineer who reviews work and the results obtained.
ESSENTIAL FUNCTIONS:
- Supervises and directs all inspection activities on construction projects within an assigned area;
- Makes all work assignments in assigned area or section and works with other Construction Inspections Supervisors in adjusting inspectors to reflect changing work load;
- Makes frequent inspections of selected construction projects to ensure compliance with plans, specifications, and City policies;
- Interprets plans and specifications to ensure compliance with requirements and to resolve questions as to intent of same;
- Trains Construction Inspectors;
- Reviews project pay estimates, final balance sheets, plan efficiencies, and status reports prepared by inspectors;
- Prepares project substantial completion letters, sewer and water release letters, and reports regarding citizen complaints and contractor grievances;
- Conducts preconstruction project conferences with those individuals that will participate in or impact on the project, including representatives from the various City departments, contractors, sub-contractors, and utilities;
- Oversees field changes on construction projects within allowable tolerances per current City policies;
- Resolves construction conflict problems where possible and recommends any probable or desirable changes, requiring a change order to the Area Engineer;
- Ensures that all complaints and requests for information are handled promptly and properly;
- Determines when projects are ready for final inspection and makes recommendation for final acceptance;
- Ensures projects are secured, safe, and provide a minimum of inconvenience during non-working periods and during emergencies;
- Keeps detailed and accurate records;
- Studies operational problems and recommends changes;
- Reports events and activities affecting operations;
- Enters manholes to inspect pipes;
- Works on-call in order to handle emergency problems in assigned area;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Produce written documents in the English language with clearly-organized thoughts with proper sentence construction, punctuation, and grammar.
- Review and approve Design Consultant and Contractor evaluations of project's end.
- Perform mathematical calculations using knowledge of algebra, geometry, trigonometry, fractions, percentages, rations and proportions.
- Work in a variety of weather conditions with exposure to the outdoor elements.
- Read engineering drawings and specifications.
- Work irregular shifts, weekends, and holidays.
- Interpret engineering drawings and specifications for construction control purposes.
- Interpret policies and procedures for staff.
- Review and analyze work methods to increase efficiency and productivity.
- Observe or monitor construction methods and materials to determine compliance with prescribed operating or safety standards.
- Use graphic instructions such as layouts or blueprints.
- Work safely without presenting a direct threat to self or others.
- Work in dusty, heavy traffic conditions at construction sites.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid drivers' license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential or marginal functions depending upon work assignment, location, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Six years of experience in field inspection engineering work, including two years of technical and skilled public works construction inspection experience (or one year at the level of Chief Construction Inspector). Other combinations of experience and education that meet the minimum requirements may be substituted.
