SURVEY SUPERVISOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to supervise and participate in the performance of highly specialized and complex professional survey engineering work. The classification of Survey Supervisor is distinguished from the class of Senior Party Chief by the numbers of the crews supervised and/or the complexity of the projects to which assigned. Work is performed under the general direction of the Survey Engineer who reviews work on the basis of results achieved and the ability to meet scheduled deadlines.
ESSENTIAL FUNCTIONS:
- Plans, coordinates and supervises the work of several field survey crews;
- Instructs survey crews in the field layout of the more difficult construction projects, in replacing lost survey monuments, in setting property corners on city land from legal descriptions and title information, and in performing other aspects of survey work;
- Serves as the liaison between public utilities, contractors, and subcontractors during construction to provide continuity in the assignment of survey crews;
- Attends pre-construction conferences to convey information of contractors' intent to field crews and the engineering design, inspection, and materials sections;
- Coordinates work assignments with the schedule of the contractor to ensure timely completion of projects;
- Reviews and analyzes work methods to increase efficiency and productivity and provides input into the writing of performance standards;
- Keeps detailed and accurate records of crew activities, survey data, etc.;
- Studies operational problems and recommends changes;
- Reports on events and activities which may affect operations;
- Reviews blueprints and legal deeds to survey areas in detail;
- Determines existing and proposed right-of-way;
- Oversees the measurement of completed construction work to determine "as-builts" quantities for the construction project, which are used in computing the cost of the project;
- Works with contractors in providing survey data for expediting construction projects;
- Supervises the collection and analysis of data;
- Interprets policies and procedures for staff;
- Arranges for the adjustment and maintenance of survey instruments and equipment in order to keep them in good operating condition;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Knowledge of:Skill in:
- Survey techniques used in making cross section, profile, location, topographic, and construction layout surveys.
- Local surveying principles, rules, and regulations governing land surveying as defined in the Arizona Revised Statutes.
- Field survey engineering methods and techniques.
- Civil Engineering and survey terminology.
Ability to:
- The use of complex optical equipment, electronic instruments, and various instruments used in survey engineering.
- Standard details and specifications.
- Principles and techniques of civil engineering.
- Principles and techniques of supervision.
- Perform a broad range of supervisory responsibilities over others.
- Read construction plans and specifications.
- Move light objects (less than 20 pounds) long distances (20 feet or more).
- Move objects 20-50 pounds short distances (less than 20 feet).
- Use complex optical and electronic instruments and equipment used in survey engineering.
- Communicate orally with other City employees and the public in face-to-face one-on-one settings, in group settings, and using a telephone or hand-held radio.
- Produce written documents with clearly organized thoughts using proper English sentence construction, punctuation, and grammar.
- Work cooperatively with other City employees, craftsmen, property owners, contractors, and the public.
- Coordinate the movement of more than one limb simultaneously.
- Perform higher level mathematical calculations such as calculus, algebra, and trigonometry using a calculator or computer.
- Enter data or information into a terminal, PC, or other keyboard device to update a database.
- Review or check the work product of others for conformance with standards.
- Work in a variety of weather conditions with exposure to the outdoor elements and dust.
- Work various shifts, weekends, evenings, and holidays.
- Make precise arm-hand positioning movements and maintain static arm-hand position to operate survey equipment.
- Comprehend and make inferences from written material in the English language.
- Use graphic instructions such as layouts or blueprints.
- Draw or letter charts, schedules, graphs, maps, or similar objects.
- Observe or monitor data in survey reports.
- Work safely without presenting a direct threat to self or others.
- Travel across rough, uneven or rocky surfaces.
- Traverse distances up to a 1/2 mile at a time; up to 5 miles per day.
Additional Requirements:
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of experience in technical survey engineering work, including two years of experience leading survey crew activities. Other combinations of experience and education that meet the minimum requirements may be substituted.
