The fundamental reason this classification exists is perform limited technical civil engineering work of average difficulty in the Engineering and Architectural Services, Development Services, Street Transportation, and Water Services Departments or to track and expedite project plans for the Development Services Department. Work is performed under the direct supervision of a high-level Engineering Technician, professional engineer, or other supervisor who checks for technical accuracy.
ESSENTIAL FUNCTIONS:
- Advises contractors and property owners regarding necessary water service size and provides information of the location of water and sewer services available to the property;
- Reviews record drawing construction plans and posts all water and sewer facilities, additions, and deletions to inventory reports;
- Explains City ordinances and polices relating to plans review processing and inspections to the public;
- Reviews less complex construction and utility plans and researches data for experienced personnel who review the more complex plans;
- Conveys general engineering information regarding construction projects and street improvement projects to other employees, plan holders, and the public;
- Serves as staff support to development teams by tracking project status and serving as a liaison between the customer, plans review staff, and inspections staff;
- Answers questions concerning construction schedules;
- Prepares and updates statistical reports;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Knowledge of:Ability to:
- Basic engineering principles.
- Civil engineering terminology and techniques.
- Various phases of the plans review and inspections processes.
- Communicate orally with other employees, plan holders, and the public by telephone and in a one-to-one, face-to-face setting.
- Perform simple engineering computations, including basic algebra, geometry, and trigonometry, rapidly and accurately.
- Read and update quarter-section maps.
- Read and comprehend simple specifications, plans, and shop drawings.
- Interpret and make decisions in conformance with established policies and practices.
- Enter data and information into a terminal, PC, or other keyboard device.
- Perceive the full range of the color spectrum.
- Measure distance using calibrated instruments.
- Read and follow legal descriptions such as metes and bounds.
- Move light objects (less than 20 pounds) short distances (20 feet or less).
- Remain in a standing position for extended periods of time.
- Understand and follow oral and written instructions in the English language.
- Work safely without presenting a direct threat to self or others.
- Learn job related material primarily through oral instruction and observation. This learning takes place mainly in an on-the-job training setting.
- Work cooperatively with other employees, the general public, and related organizations.
- Produce written documents using proper English, sentence structure, grammar, and punctuation.
Additional Requirements:
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
One year of experience in engineering work within the past three years. Other combinations of experience and education that meet the minimum requirements may be substituted.
