DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to perform beginning level professional engineering work which involves responsibility for coordinating projects of limited scope in the Public Works Department. Assignments require the application of basic professional knowledge and skills to various public works engineering matters. Work is performed under the supervision of a higher-level professional engineer who reviews work procedures and results.
ESSENTIAL FUNCTIONS:
- Participates in the inspection and construction of various public works construction projects;
- Prepares contract specifications and compiles and/or reviews detailed plans and cost estimates for various public works projects;
- Attends pre-construction conferences and conducts field investigations;
- Reviews moderately complex plans for new construction, alterations, and repair for compliance with City building codes and national standards;
- Provides technical advice and assistance to architects, engineers, and contractors on code conformance problems and to field inspectors in the interpretation of construction plans and in the solution of code interpretation and design correction problems;
- Participates in materials testing, inspection, and research programs;
- Designs and develops plans and specifications for sanitary landfills and appurtenant structures including buildings, roads, drainage facilities, and water and power supply;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Diversified, fundamental scientific and civil engineering concepts, phenomena, and relationships;
- Advanced mathematical techniques such as trigonometry, calculus, and coordinate geometry;
- Modern methods, materials, and techniques as applied to construction and maintenance of public works;
- Applicability of established civil engineering principles and methods.
- Organize, analyze, interpret, and evaluate scientific civil engineering problems and provide practical, cost effective solutions;
- Keep abreast of changes in scientific knowledge and engineering technology, and utilize such changes in solution of theoretical or practical civil engineering problems;
- Prepare written analytical reports;
- Speak clearly and precisely using effective English language skills;
- Produce written documents in the English language with clearly-organized thoughts with proper sentence construction, punctuation, and grammar.
- Communicate orally in the English language with customers, clients, and the public using a telephone or in a one-to-one or group setting.
- Work cooperatively with others.
- Observe, compare, or monitor objects and data to determine compliance with prescribed operating or safety standards.
- Measure distances using calibrated instruments.
- Use graphic instructions, such as blue prints, schematic drawings, layouts, or other visual aids.
- Use a personal computer, engineering applications, and data management software.
Additional Requirements:
- Some positions will require the performance of other essential or marginal functions.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid drivers' license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
ACCEPTABLE EXPERIENCE AND TRAINING:
Bachelor's degree in civil engineering. A bachelor's degree in a related engineering field may be substituted if the applicant has had one year of civil engineering experience. Other combinations of experience and education that meet the minimum requirements may be substituted.
