CIVIL ENGINEER II

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to apply professional civil engineering knowledge and skills to a variety of projects of average difficulty within various City departments, performing work in the field, laboratory, and office. Assignments provide opportunity for the application of independent judgment and initiative to the construction design and/or review of public works construction projects. Some positions exercise supervision over a technical staff of field, laboratory, and office employees. Work is performed under the general supervision of a Civil Engineer III or Engineering Supervisor who reviews accomplishments through conferences and inspections.
ESSENTIAL FUNCTIONS:
- Serves as project engineer in the design and review of moderately complex public works projects such as major street construction, parks, parking lots, aviation projects, and water and sewer lines;
- Reviews detailed plans, specifications, and estimates for various public works projects;
- Designs and develops plans, specifications, and estimates for various public works projects such as sanitary landfills and appurtenant structures including buildings, roads, drainage facilities, and water and power supplies;
- Reviews construction projects for conformance to City policy and applicable codes and ordinances;
- Establishes design and construction schedules;
- Writes analytical reports and correspondence;
- Reviews submittals from consultants for compliance with contracts;
- Coordinates consultant submittal reviews and meetings with other divisions and departments;
- Makes technical reviews and provides recommendations regarding designs and reports prepared by consulting engineers;
- Keeps current, accurate records on each working project;
- Trains new and existing staff on work methods to ensure conformance with accepted standards;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Diversified, fundamental scientific, and civil engineering concepts, phenomena, and relationships.
- Modern methods, materials, and techniques as applied to construction and maintenance of public works.
- The applicability of established civil engineering principles, methods, and techniques.
- Advanced mathematical techniques, such as trigonometry, calculus, and coordinate geometry.
- Perform a broad range of supervisory responsibilities over others.
- Apply such knowledge to theoretical and practical civil engineering problems with versatility, judgment, and perception.
- Adapt principles, methods, and techniques of related professional disciplines.
- Organize, analyze, interpret, and evaluate scientific civil engineering problems and provide practical, cost effective solutions.
- Keep abreast of changes in scientific knowledge and engineering technology and utilize such changes in solution of theoretical or practical civil engineering problems.
- Communicate orally in the English language with customers, co-workers, contractors, and the public in face-to-face one-on-one settings, or using a telephone.
- Observe or monitor objects or data to determine compliance with prescribed operating or safety standards.
- Use graphic instructions such as blueprints, schematic drawings, layouts or other visual aids.
- Measure distance using calibrated instruments.
- Use a personal computer, engineering applications, and data management software in performing duties.
- Produce written documents with clearly organized thoughts using proper English sentence construction, punctuation, and grammar.
- Review and evaluate the work of others for thoroughness and accuracy.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
ACCEPTABLE EXPERIENCE AND TRAINING:
One year of experience in the practice of civil engineering work, and a bachelor's degree in civil engineering, or two years of experience in civil engineering and a related engineering degree. Other combinations of experience and education that meet the minimum requirements may be substituted.
