CIVIL ENGINEER III

DISTINGUISHING FEATURES OF THE ASSIGNMENT:

The fundamental reason this assignment exists is to perform administrative and advanced professional engineering work in the Water Services Department. Work involves supervising staff assigned to a team and responsible for the design and/or construction of water and sewer systems, capital improvement programs and assessment and rehabilitation of water systems and facilities. Teams typically consist of four to ten staff from such classifications as Civil Engineer III, Civil Engineer II, Project Manager, Project Coordinator, Water Facilities Supervisor, outside consultants, and support staff. An employee in this assignment is expected to resolve problems of a high professional and technical nature when necessary and apply a professional registration seal to plans and specifications prepared under the incumbent's direct supervision. This assignment is highly specialized and responsible for critical thinking requiring a high degree of professional competence. Work is performed under the general supervision of a Water Services Superintendent.
The Team Leader assignment is distinguished from the base class by its responsibility for:
- Providing overall program management including budget, scope, schedule and application of alternative delivery systems for those programs; as site planning/zoning issues;
- Overseeing the planning, design, construction and estimating of official water and sewer systems;
- Supervising the preparation and review of contract drawings and documents;
- Supervising the preparation, revision, updating, and distribution of the department's standards on details and specifications, estimating, and preparation of project specifications;
- Supervising the preparation of project contract documents;
- Evaluating design and cost proposals for water projects, and Statements of Qualifications submitted by consultants and/or contractors;
- Interviewing and selecting, and negotiating contracts with consulting engineers;
- Preparing budgets by projecting resource needs and determining funding priorities for a division or section;
- Analyzing the section budget for reasonability, needs, and justification;
- Establishing design and construction budgets and monitoring expenditures for conformance to those budgets;
- Establishing design and construction schedules and monitoring progress of various projects and their conformance to design and construction schedules;
- Reviewing submittals from consultants for compliance with contracts;
- Coordinating consultant submittal review and meeting with other divisions and departments;
- Making technical reviews and providing recommendations regarding designs and reports prepared by consulting engineers;
- Writing or overseeing the writing of Request for Statement of Qualifications to solicit interest in work from consulting engineers.
