ENGINEERING SUPERVISOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to perform administrative and advanced professional engineering work in planning, organizing, directing, and reviewing the work of a section of the Engineering and Architectural Services, Street Transportation, Aviation, or Water Services Departments. Work involves supervising the design and/or construction of major, collector, and local streets, transportation facilities, public structures, water and sewer systems, and other official City public works projects, and applying a professional registration seal to plans and specifications prepared under the incumbent's direct supervision. An employee in this class is expected to resolve problems of a high professional and technical nature when necessary. Supervision is generally exercised over professional and paraprofessional engineering employees engaged in design, review, estimating, inspections, materials testing, surveying, mapping, drafting, and other related engineering work. Some positions are assigned to a very specialized and responsible operational position requiring a high degree of professional competence. General objectives are received through conferences with a supervisor and work is reviewed at the same level for results achieved.
ESSENTIAL FUNCTIONS:
- Oversees the planning, design, construction and estimating of official City public works projects such as major, collector and local streets, transportation facilities, public structures, and water and sewer systems;
- Supervises the preparation and review of contract drawings and documents;
- Supervises the preparation, revision, updating, and distribution of the department's standards on details and specifications, estimating, and preparation of project specifications;
- Supervises the preparation of project contract documents;
- Supervises the control and inspection of City public works projects;
- Evaluates design and cost proposals for public works projects, and Statement of Qualifications submitted by consultants and/or contractors;
- Interviews and selects, and negotiates contracts with consulting engineers;
- Prepares budgets by projecting resource needs and determining funding priorities for a division or section;
- Analyzes a section's budget for reasonability, needs, and justification;
- Establishes design and construction budgets and monitor expenditures for conformance to those budgets;
- Writes analytical reports;
- Trains new and existing staff on work methods to ensure conformance with accepted standards;
- Conducts staff meetings;
- Establishes design and construction schedules and monitors progress of various projects and their conformance to design and construction schedules;
- Reviews submittals from consultants for compliance with contracts;
- Coordinates consultant submittal review and meeting with other divisions and departments;
- Makes technical reviews and provides recommendations regarding designs and reports prepared by consulting engineers;
- Keeps current, accurate records on each working project;
- Administers service contracts between the City and vendors, consultants, temporary employees, etc.;
- Writes or oversees the writing of Request for Statement of Qualifications to solicit interest in work from consulting engineers;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Perform a broad range of supervisory responsibilities over others.
- Organize, analyze, interpret, and evaluate scientific civil engineering problems and provide practical, cost effective solutions.
- Keep abreast of changes in scientific knowledge and engineering technology and utilize such changes in solution of theoretical or practical civil engineering problems.
- Communicate orally in the English language with customers, co-workers, contractors and the public in face-to-face one-on-one settings, or using a telephone.
- Comprehend and make inferences from written material written in the English language.
- Review or check the work products of others to ensure conformance to design and construction schedules.
- Produce written documents with clearly organized thoughts using proper English sentence construction, punctuation and grammar.
- Use a personal computer, engineering applications, and data management software in performing duties.
- Work safely without presenting a direct threat to self or others.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
- Must be registered in the State of Arizona as a Professional Engineer with proficiency in Civil Engineering by end of probationary period.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of experience in planning, organizing and directing difficult and complex civil engineering projects, including a minimum of one year of supervisory experience, and a bachelor's degree in civil engineering or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
