DEPUTY CITY ENGINEER

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to plan, direct, and manage a major division or function of the Engineering and Architectural Services Department. Work involves a high degree of responsibility with active participation in the determination, formulation and execution of City policies. Supervision is exercised over Architectural Supervisors, Engineering Supervisors, Civil Engineers, and/or Architects. Work is performed under the general supervision of the Assistant City Engineer or City Engineer, and is reviewed through conferences, reports and evaluation of results achieved.
ESSENTIAL FUNCTIONS:
- Directs professional engineers and architects in the Engineering and Architectural Services Department in the study, development, design, construction and control of a variety of public works projects;
- Gives technical engineering and architectural advice to City executives and other middle managers;
- Resolves problems of the highest professional and technical nature;
- Assigns and supervises the preparation of engineering and architectural reports;
- Presents the City's position and policies to other governmental jurisdictions, private firms and the general public on certain engineering and architectural matters;
- Initiates engineering and architectural studies or program review in response to inquiries from City Council, City Management, or when professional judgment suggests it is advisable to do so;
- Primarily responsible for the betterment of client relations during project implementation;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Principals and practices of the planning, design, construction, and administration of municipal public works programs.
- Leadership styles and skills.
- Direct and supervise complex and politically sensitive engineering and architectural programs.
- Work cooperatively with City Council, City management, private firms, client departments' management staff, and the general public.
- Communicate orally in the English language using a telephone, in face-to-face, one-to-one and group settings.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Comprehend and make inferences from material written in the English language.
- Perform a broad range of supervisory responsibilities over others.
- Work with graphic instructions, such as blueprints, schematic drawings, layouts, or other visual aids.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Must be registered in Arizona as a Professional Engineer or Architect by end of probationary period.
- This position requires the use of personal or City vehicles on City business. The individual must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years experience in the practice of civil engineering or architecture, including three years of experience planning and directing difficult civil engineering projects and supervising the work of professional engineering and architectural staff, or three years at the level of Engineering Supervisor or Architectural Supervisor, and a bachelor's degree in civil engineering or architecture. Other combinations of experience and education that meet the minimum requirements may be substituted.
