ASSISTANT CITY ENGINEER
JOB CODE 20260
DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to assist the City Engineer in planning and directing the efficient and economical development and construction of municipal public works. This position has the authority to represent and exercise the special duties and responsibilities of the City Engineer in his or her absence. Work involves a high degree of responsibility with active participation in the determination, formulation and execution of City policies. Classifications directly supervised by this position are Deputy City Engineer, Architectural Supervisor, and/or Engineering Supervisor. Work is performed under the general supervision of the City Engineer and is reviewed through conferences, reports and evaluation of results achieved.
ESSENTIAL FUNCTIONS:
- Directs professional engineers and architects in the Engineering and Architectural Services Department in the study, development, design, and construction of a variety of public works projects;
- Gives technical engineering and architectural advice to other City executives and middle managers;
- Approves operating and capital budget submittals for the department or for divisions within the department;
- Recommends and approves annual capital improvement programs;
- Assigns and supervises the preparation of engineering and architectural reports;
- Presents the City's position and policies to other governmental jurisdictions, private firms and the general public on certain engineering and architectural matters;
- Initiates engineering and architectural studies or program review in response to inquiries from City Council, City management, or when professional judgment suggests it is advisable to do so;
- Acts as City Engineer by assignment and delegation;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Laws and regulations related to the business of the Engineering and Architectural Services Department.
- Principles and practices of the planning, design, construction and administration of municipal public works programs.
- Leadership styles and skills.
- Direct and supervise complex and politically sensitive engineering and architectural programs.
- Work cooperatively with City Council, City management, private firms, and the general public.
- Communicate in the English language by phone or in person in a one-to-one or group setting.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Comprehend and make inferences from material written in the English language.
- Perform a broad range of supervisory responsibilities over others.
- Work with graphic instructions, such as blueprints, schematic drawings, layouts, or other visual aids.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Must be registered as a Professional Engineer with proficiency in civil engineering at time of hire. Registration in Arizona must be obtained by end of probationary period.
- This position requires the use of personal or City vehicles on City business. The individual must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years experience in the practice of civil engineering, including three years of experience planning and directing difficult civil engineering projects and supervising the work of professional engineering and architectural staff, or three years of experience at the level of Deputy City Engineer or Engineering Supervisor, and a bachelor's degree in civil engineering. Other combinations of experience and education that meet the minimum requirements may be substituted.
