TRAFFIC ENGINEER II

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to apply professional traffic engineering knowledge and skills to the design, construction and engineering of traffic engineering projects and systems. This class differs from that of Traffic Engineer I in that the incumbent is expected to perform skilled and difficult professional engineering work with a minimum of supervision. The duties of the position require frequent contacts with the public, making tact and maturity of judgment essential requirements. Assignments are usually broad in scope with opportunity for the use of independent professional judgment. Work is reviewed usually by a Traffic Engineering Supervisor through conferences and evaluation of written reports and plans.

ESSENTIAL FUNCTIONS:

• Supervises the work of professional and paraprofessional engineering employees conducting surveys of traffic conditions and problems, tabulating and analyzing data and inspecting construction work;
• Studies traffic engineering problems and develops or oversees the development of plans for improvements;
• Designs plans for safe control and flow of traffic;
• Directs surveys of traffic conditions, volume analyses, accident analyses and parking studies and writes reports on studies;
• Directs the activities of the traffic control program including the manufacturing and creation of traffic signs and striping and marking of streets for proper traffic control;
• Oversees the program of installing and maintaining parking meters;
• Receives, investigates and answers complaints from the public and speaks on traffic engineering subjects to interested groups;
• Designs and analyzes traffic engineering studies to determine traffic signal requirements;
• Prepares traffic signal timing and coordination for all traffic signals within the City;
• Meets with various safety committees and groups;
• Selects, schedules and distributes appropriated funds for safety projects;
• Gathers data, develops justifications, and requests and obtains cost and material estimates from appropriate sources for selected safety projects;
• Prepares work authorizations for implementation of safety improvements at selected locations;
• Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

Required Knowledge, Skills and Abilities:

Knowledge of:

• Traffic engineering principles, construction and maintenance practices and statistical survey procedures.
• Surveying and drafting instruments and methods.
• Basic computer programming as it applies to the operation of traffic control devices and systems.
• The manufacture, maintenance and installation of traffic signs.
• The principles, techniques and methods of pavement marking and traffic routing.
• Current literature and research in the field of traffic engineering.

Ability to:

• Perform a broad range of supervisory responsibilities over others.
• Organize and conduct surveys, compile statistical data and prepare reports on traffic problems.
• Communicate orally in the English language with customers, clients, and the public using a telephone or in a one-to-one or group setting.
• Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
• Enter data or information into a terminal, PC, or other keyboard device.
• Observe or monitor objects or data to determine compliance with prescribed operating or safety standards.
• Use graphic instructions such as blueprints, schematic drawings, layouts, or other visual aids.
• Work cooperatively with others.
• Work safely without presenting a direct threat to self or others.
• Comprehend and make inferences from written material in the English language.

Additional Requirements:

• Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
• Some positions will require the performance of other essential or marginal functions depending upon work assignment, location, or shift.

ACCEPTABLE EXPERIENCE AND TRAINING:
One year of experience performing entry level traffic engineering work and a bachelor's degree in engineering, including courses in traffic engineering or highway engineering. Other combinations of experience and education which meet the minimum requirements may be substituted.
