TRAFFIC ENGINEER III

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to perform difficult and advanced traffic engineering work involving supervision of activities in a major section or program. Supervision is exercised over professional and paraprofessional personnel in planning, designing, collecting and analyzing data and information on traffic engineering projects. Where supervision is not a major element, work is characterized by the requirement for performance of very difficult and exacting assignments. Work involves the application of professional traffic engineering knowledge and skills to a variety of engineering functions. Considerable independence and latitude is allowed in determining methods and procedures to complete projects. Work is reviewed by a Traffic Engineering Supervisor through conferences and evaluation of written reports and plans.

ESSENTIAL FUNCTIONS:

• Directs one of the sections of the Traffic Division;
• Supervises professional and paraprofessional engineering employees in designing, planning and developing the City traffic signal program;
• Supervises engineering employees in designing plans and drafting maps, charts and diagrams;
• Reviews the work of engineering employees in conducting surveys of difficult traffic conditions and problems, tabulating and analyzing data and inspecting construction work;
• Studies traffic engineering problems and develops or supervises the development of plans for improvements;
• Observes markings and other traffic control devices;
• Designs plans for safe control and flow of traffic;
• Directs surveys of traffic conditions, volume analyses, accident analyses and parking studies, and writes resulting reports;
• Receives and answers complaints from the public, confers with department and division heads on mutual and related problems, investigates complaints and speaks on traffic engineering subjects to interested groups;
• Acts as departmental representatives at meetings with other departments and agencies upon direction of supervisor;
• Represents the City in any litigation related to specific expertise;
• Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

Required Knowledge, Skills and Abilities:

Knowledge of:

• Traffic engineering principles, construction and maintenance practices and statistical survey procedures.
• Surveying procedures.
• Surveying and drafting instruments and methods.
• Electrical traffic control devices.
• Computerized traffic control systems and strategies.
• The principles, techniques and methods of pavement making and traffic routing.
• Current literature and research in the field of traffic engineering.

Ability to:

• Perform a broad range of supervisory responsibilities over others.
• Organize and conduct surveys, compile statistical data and prepare reports on traffic problems.
• Communicate orally in the English language with customers, clients, and the public using a telephone or in a one-to-one or group setting.
• Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
• Enter data or information into a terminal, PC, or other keyboard device.
• Handle high level sensitive traffic related requests in a thorough and timely manner.
• Work cooperatively with others.
• Work safely without presenting a direct threat to self or others.
• Comprehend and make inferences from written material in the English language.
• Use graphic instructions such as blueprints, schematic drawings, layouts or other visual aids.
• Observe data or objects to determine compliance with prescribed operating or safety standards.

Additional Requirements:

• Must be registered as a Professional Engineer in the State of Arizona obtained by the end of the probationary period (one year).
• Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid drivers' license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
• Some positions will require the performance of other essential or marginal functions depending upon work assignment, location, or shift.

ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of experience in the field of traffic engineering including one year at a senior traffic engineering level and a bachelor's degree in engineering, including courses in traffic engineering or transportation engineering. Other combinations of experience and education which meet the minimum requirements may be substituted.
