ASSISTANT STREET TRANSPORTATION DIRECTOR

The fundamental reason this classification exists is to direct and review the work of assigned Departmental divisions and supervise special City projects as requested by the City Manager. The incumbent represents the City's Street Transportation function at various intergovernmental meetings at public hearings. In these settings, considerable application of traffic engineering or civil engineering principles, as well as problem solving techniques, are used in the successful translation of City policies and goals and in the responsiveness to public concerns. The Assistant Street Transportation Director also directs and reviews the work of major program areas within the Department. A significant aspect of this class is the ability of the incumbent to represent all major program areas of the Department in liaison activities, and to coordinate special projects relating to Street Transportation activities. The Assistant Street Transportation Director reports to the Street Transportation Director and acts as Director when required. The Assistant Street Transportation Director supervises Deputy Street Transportation Directors. Work is reviewed based on Performance Achievement Plan results.
ESSENTIAL FUNCTIONS:
- Provides professional transportation consultation and assistance to City departments, the Mayor and City Council, and to local, state, and federal agencies;
- Attends and makes presentations at City Council meetings and Subcommittee meetings dealing with Street Transportation issues;
- Serves on numerous technical committees dealing with Transportation issues, such as CIP Project status briefings; MAG T.I.P. Committee; Joint Cities Flooding Task Force; Public Hearings and Forums; STAC; etc.;
- Directs a wide variety of Civil Engineering, Traffic Engineering, Street Maintenance and street and storm sewer design programs;
- Manages the Division's budget appropriations, projects annual operating costs and approves budget estimates;
- Consults with and reviews the work of Deputy Street Transportation Directors;
- Translates the objectives outlined by the Street Transportation Director into the planning, organization, and implementation of overall departmental policies, objectives, and procedures;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Knowledge of:Skill In:
- Civil Engineering principles and practices.
- Principles and practices relating to street management, design, construction, and maintenance activities.
- Materials, methods and practices essential to the design, construction, maintenance and repair of streets, signals, bridges and drains.
- Principles of public administration; theories and principles of modern management and organizational behavior, as well as the dynamics of local government.
- Current literature and research in the fields of civil and traffic engineering, street maintenance, and transportation planning.
- Statistical and research methods and computer design and analyses.
- Traffic laws and regulations relating to traffic control.
- The principles of highway design and the design and operations of traffic control devices.
Ability To:
- Performing technical research work and advising on complex traffic and civil engineering problems.
- Perform a broad range of supervisory responsibilities over others.
- Communicate orally in the English language with customers, clients, and the public in face-to-face, one-on-one settings, in group settings, and using a telephone.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Work cooperatively with others.
- Work safely without presenting a direct threat to self or others.
- Evaluate technical information and statistics and to arrive at valid recommendations on the basis of such data.
- Provide leadership in implementing City and departmental policies and programs.
Additional Requirements:
- Must be registered as a Professional Engineer in the State of Arizona by the end of the probationary period.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions may require the performance of other essential or marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of administrative experience in civil engineering, traffic engineering, street management and maintenance, or public works administration, including at least two years managing a major functional area within the street transportation field; and a bachelor's degree in civil engineering, including related coursework in traffic engineering, highway design and engineering, or materials management. Other combinations of experience and education which meet the minimum requirements may be substituted.
