WATER SERVICES SUPERINTENDENT
JOB CODE 22000
DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to coordinate and direct field and office personnel in providing planning and engineering services for a division of the Water Services Department. Work involves supervising the design and/or construction of major water and sewer systems and applying a professional registration seal to plans and specifications prepared under the incumbent's direct supervision. An employee in this classification is expected to resolve problems of a high professional and technical nature when necessary. Supervision is exercised over professional and paraprofessional engineering employees engaged in design, review, inspections, drafting, and other related engineering work. Work is performed under the general supervision of the Assistant Water Services Director for Technical Services.
ESSENTIAL FUNCTIONS:
- Supervises employees involved in the preparation and administration of engineering contracts for studies and designs of water or wastewater facilities;
- Develops and monitors Capital Improvement Program projects for the Water Services Department;
- Negotiates scope of services and fees for engineering design and study contracts;
- Develops and establishes standards for water or wastewater construction and establishes standards for engineering plans;
- Approves service agreements, work orders, material releases, requisitions, and purchase orders;
- Acts as consultant on water or wastewater engineering or construction problems;
- Coordinates engineering or construction aspects of major improvements with private consulting engineering firms, other City departments, County, and State agencies;
- Assists in the planning of future construction and development of water and wastewater projects;
- Administers the division budget;
- Supervises the control and inspection of Water Services projects;
- Evaluates design and cost proposals for Water Services projects, and Statement of Qualifications submitted by consultants and/or contractors;
- Interviews, selects, and negotiates contracts with consulting engineers;
- Consults with the Assistant Water Services Director on policy matters;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Modern methods and techniques as applied to the design, construction, and maintenance of water and wastewater projects.
- Principles and practices of personnel management and supervision.
- Principles and practices of budget preparation.
- Perform technical work and advise on complex civil engineering problems.
- Interpret codes, ordinances, and policies.
- Perform a broad range of supervisory responsibilities over others.
- Communicate orally in the English language with customers, clients, and the public in one-on-one face-to-face settings, in group settings, and using a telephone.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Work cooperatively with other City employees, the engineering community, and the public.
- Work safely without presenting a direct threat to self or others.
- Comprehend and make inferences from material written in the English language.
- Keep abreast of changes in scientific knowledge and engineering technology and utilize such changes in solution of theoretical or practical civil engineering problems.
- Review or check the work products of others to ensure conformance to design and construction schedules.
- Use a personal computer, engineering applications, and data manage- ment software in performing duties.
- Travel across rough or uneven terrain to conduct field inspections at construction sites.
Additional Requirements:
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
- Must be registered in the state of Arizona as a Professional Engineer with proficiency in Civil Engineering by the end of the probationary period.
- Some positions will require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of professional civil and/or sanitary engineering experience in a technical and administrative capacity handling water and/or wastewater problems, or five years of professional experience in managing water and wastewater facility construction projects, including a minimum of two years of supervisory experience and a bachelor's degree in civil or sanitary engineering. Other combinations of experience and education which meet the minimum requirements may be substituted.
