ASSISTANT WATER SERVICES SUPERINTENDENT

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to monitor and supervise the construction of new capital improvement facilities and equipment for the water and wastewater facilities. Types of projects will include water treatment, storage, and pumping facilities; and wastewater treatment, reclamation, and pumping facilities. Direct supervision will be exercised over engineers and technicians in coordinating the construction of water transmission and distribution mains and sanitary trunk and collection lines in the street right-of-way. The Assistant Water Services Superintendent will report directly to a Water Services Superintendent. Work will be reviewed through periodic reports and consultations on the basis of results achieved.
ESSENTIAL FUNCTIONS:
- Supervises technical employees engaged in the coordination of capital improvement construction projects and construction administration;
- Monitors and supervises construction of new capital improvement facilities and equipment;
- Supervises the preparation of responses to contractor requests for information, change orders, and claims for damages;
- Writes status reports on project activities for administrative and City Council information;
- Coordinates major improvements with private firms, other City departments, county, and state agencies;
- Assists in the administration of Capital Improvement Program budgets;
- Provides technical support and serves as a liaison to other divisions;
- Analyzes construction problems, recommends and coordinates resolutions;
- Interprets codes, policies, and procedures relative to programs within the division;
- Assists in developing standards for water or wastewater construction;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Knowledge of:Ability to:
- Construction methods for major water and wastewater facilities.
- City codes pertaining to water and wastewater operations.
- Water and sewer pipeline construction.
- City of Phoenix budgeting process and accounting procedures.
- Principles and practices of personnel management.
- Perform a broad range of supervisory responsibilities over others.
- Read blueprints.
- Produce written documents with clearly organized thoughts using proper English sentence construction, punctuation, and grammar.
- Communicate orally with customers, clients, and the public in face-to-face one-on-one settings, in group settings, and using a telephone.
- Work safely without presenting a direct threat to self or others.
- Travel across rough or uneven surfaces at construction sites.
- Work cooperatively with other City employees and the public.
- Observe or monitor objects or behavior to determine compliance with prescribed safety standards.
Additional Requirements:
- Some positions will require the performance of other essential and marginal functions.
- Some positions will require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of experience in the management of major water and wastewater facility construction projects, including a minimum of two years of supervisory experience and a bachelor's degree in construction management, civil engineering, or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
