ENVIRONMENTAL PROGRAMS COORDINATOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to provide management level advice to department administration on technical and regulatory environmental policy issues and concerns. This classification is responsible for reviewing and researching federal and state regulations and legislative issues regarding pertinent environmental areas. Incumbents provide supervision and technical oversight of City employees and consultants hired by the City to conduct environmental investigations and remediation, negotiate and implement environmental regulatory compliance actions, conduct environmental field monitoring and investigations on the impacts of various City activities on the environment, and are the department liaison with regulatory agencies and other entities including the Office of Environmental Programs (OEP) and the Arizona Department of Environmental Quality (ADEQ). The incumbent in the Aviation Department coordinates environmental, technical, and regulatory work at the City's airports. The Public Works Department incumbent coordinates work on underground storage tanks (UST), leaking underground storage tanks (LUST), contaminated soils, solid waste management, and other programs such as Air Quality and NPDES. These positions report to a deputy director, and performance is measured on the basis of established objectives and results achieved.
ESSENTIAL FUNCTIONS:
- Develops programs for handling environmental issues in full compliance with applicable regulations;
- Makes recommendations concerning compliance with all applicable environmental regulations for the storage of fuel, oil, and chemicals in underground and above ground storage tanks for the City's fleet or airports;
- Supervises professional, technical, and/or field employees in reviewing the work of outside consultants and contractors, or for in-house preparation of plans, writing specifications, and inspection of construction work;
- Oversees remediation of contaminated soils;
- Acts as liaison with governmental agencies, contractors, and City departments for environmental matters;
- Acts as liaison with consultants for projects associated with regulated substances;
- Conducts periodic on-site inspections of service centers or tenant, contractor, or Aviation Department and other City operations and premises;
- Staffs environmental task forces as necessary;
- Directs supervision of project staff when appropriate;
- Writes and transmits reports to ADEQ;
- Manages the administration of ADEQ Underground Storage Tank Financial Responsibility and Assurance Fund applications and process (Public Works only);
- Audits Fuel Reconciliation Program (Public Works only);
- Recommends site and tank consolidations (Public Works only);
- Reviews and makes recommendations on environmental legislation;
- Maintains Environmental Permits;
- Reviews potential departmental property purchases for environmental concerns;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Principles and practices of environmental science, engineering, and chemistry as related to environmental quality.
- Environmental field monitoring protocols, methods, and equipment.
- Technical programs, research, and trends in the practice of environmental investigations, control, and remediation.
- Perform a broad range of supervisory responsibilities over others.
- Interpret and apply environmental quality regulatory programs.
- Interpret, monitor, and implement government (federal and state) regulations.
- Prepare, review, and evaluate project plans.
- Conduct research, write reports, and make oral presentations.
- Communicate orally with customers, clients, or public in the English language in a one-to-one setting or using a telephone.
- Estimate labor or material costs from work plans or schematics.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Travel across rough, uneven, or rocky surfaces in a safe manner.
- Review or check the work products of others to ensure conformance to environmental standards.
- Enter data or information into a terminal or other personal computer.
- Operate a variety of standard office equipment requiring continuous or repetitive arm-hand movements.
- Work cooperatively with consultants, governmental agencies, and other City employees.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- This position requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of professional level experience in the field of water, air or environmental quality. A bachelor's degree in environmental science, environmental engineering, environmental planning, civil engineering, or a related field such as biology, geology, hydrology, chemistry, or natural resources. Some positions may require up to two years of experience in one area of environmental programs such as LUST remediation projects. Other combinations of experience and education that meet the minimum requirements may be substituted.
