ARCHITECTURAL SUPERVISOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to perform administrative and advanced professional architectural work in the Architectural Design and Construction Management Section of the Engineering and Architectural Services Department. Work involves administering the design, construction, and remodeling of City building projects normally designed by consulting architects. An employee of this class is expected to resolve problems of a highly professional and technical nature. Supervision is exercised over architects, civil engineers, technicians and inspectors engaged in the review and processing of architectural plans and management of construction and/or construction administration contracts. Work also encompasses architectural contract administration, including coordination with department heads or project coordinators of departments which use facilities when completed. General objectives are received through conferences with the City Engineer or Deputy EAS Director and work is reviewed by results obtained.
ESSENTIAL FUNCTIONS:
- Supervises the administration of new building and remodeling projects normally designed by consulting architects and constructed by contractors who successfully bid on the projects;
- Supervises and reviews the work of architects and other professional and paraprofessional engineers, technicians, and inspectors engaged in the design and construction of City buildings;
- Maintains all liaison between the City and consultant architects;
- Ensures the inclusion of complete building needs which are required by law or requested by departments into the design, construction, and remodeling of building projects;
- Reviews architectural submissions regarding orientation of buildings, energy efficiency and other conservation measures, and the choice of cost effective materials;
- Prepares preliminary cost estimates and building cost standards;
- Controls the Architectural Design and Construction Management Section budget;
- Supervises the preparation of architectural activity reports;
- Presents the City's position and policies to other governmental jurisdictions, private firms, and the general public on certain architectural matters;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:

- Principles and practices of architecture and architectural engineering.
- Modern methods, materials, techniques, and design concepts as applied to the design and construction of public buildings.
- Principles and application of siting, mass, and composition for developing an attractive building and site.
- Building materials, equipment, and finishes including costs and specific applications to the various types of buildings plus construction techniques.
- Applicable Titles of the State Statues, Maricopa County Health Regulations and City Codes and Ordinances as they relate to the management of complex architectural projects.
- Principles and practices of supervision.
- Leadership styles and skills.
- Program, plan, budget, and manage the annual operations of the Architectural Design and Construction Management Section.
- Perform a broad range of supervisory responsibilities over others.
- Work cooperatively with City employees, private firms, and the general public.
- Communicate in the English language by phone or in person in a one-to-one or group setting.
- Produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Comprehend and make inferences from materials written in the English language.
- Draw building plans.
- Use graphic instructions, such as blueprints, schematic drawings, layouts, or other visual aids.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Must be registered in the State of Arizona as a Professional Architect by the end of the twelve (12) month probationary period.
- This position requires the use of personal or City vehicles on City business. The Individual must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years experience in the practice of architectural engineering or architecture including experience in planning and directing difficult building projects and some supervisory experience, and a bachelor's degree in architectural engineering or architecture. Other combinations of experience and education that meet the minimum requirements may be substituted.
