DEVELOPMENT SERVICES TEAM LEADER

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to lead and supervise multi-disciplinary plan review staff assigned to a project review team in the Development Services Department. Each team typically consists of four to ten staff from such classifications as Structural Plans Engineer, Architect, Electrical Plans Engineer, Mechanical Plans Engineer, Fire Protection Engineer*New Construction, Building Code Examiner, Planner III, Civil Engineer III, Traffic Engineer III, and other plan review and support staff. Work is completed under the general supervision of the Deputy Director.
This classification differs from the Deputy Director or other middle management supervisor classifications, in that rather than being primarily administrative in nature, incumbents actively lead and participate in the plan review process at all stages of development.
ESSENTIAL FUNCTIONS:
- Attends and leads all assigned project review meetings, including pre-application and preliminary review meetings;
- Resolves the challenges of the project review process posed by differing codes and regulatory documents and resolves conflicting needs of other City departments, citizens, and City management;
- Creates the overall plan review team schedule and is accountable for meeting targets;
- Prioritizes and manages the workload of the team and each individual team member;
- Serves as a central point of contact for external customers, department management, and other City departments for assigned projects;
- Actively seeks input from other departments and/or city management on sensitive issues and technical problems for assigned projects across the various disciplines;
- Conducts each individual team member's performance appraisal, and coordinates peer evaluations/corrective efforts among team members;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Work cooperatively with other City employees and the public, often under difficult circumstances.
- Comprehend and make inferences from written materials such as census data, surveys, previously done studies, or government document reports.
- Produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Review or check the work product of others to ensure conformance to standards.
- Operate a computer, copy machine, or microfiche reader/printer requiring continuous or repetitive arm-hand movements.
- Move light objects (less than 20 pounds) long distances (more than 20 feet) when transporting recorders, projectors, or other materials to public meetings.
- Enter data or information into a terminal, PC, or other keyboard device.
- Work safely without presenting a direct threat to incumbent and others.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license, and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of responsible experience in urban planning, business assistance, capital improvement, design and/or construction projects at a level which required supervision and participation in the planning processes, and a bachelor's degree in public or business administration, urban planning, architecture, engineering, construction management, economics, or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
