SENIOR STRUCTURAL PLANS ENGINEER
JOB CODE 23550
Effective Date: Rev. 12/07A DISTINGUISHING FEATURES OF THE CLASS:
The fundamental reason this classification exists is to examine and review the most complex plans for new construction, such as high-rise buildings, for compliance with City building codes and national standards. Work includes supervising Structural Plans Examiners I and II and Structural Plans Engineers. Expert technical advice and assistance is given to architects, engineers and contractors on code conformance problems and to inspectors and Structural Plans Engineers in the interpretation of construction plans and in the solution of unusually difficult construction code interpretation and design problems. The employee has the authority to approve or disapprove the plans and calculations of architects, engineers and contractors in matters relating to City code conformance. The difficulty of plan review problems, complexity of construction reviewed, and authority to approve plans of builders in matters relating to the City code differentiates this class from Structural Plans Engineer. Work is performed under the general direction of a Deputy Development Services Director with review based on evaluation of results obtained.
ESSENTIAL FUNCTIONS:
- Reviews and examines complex plans and specifications to determine compliance with provisions of construction codes;
- Performs advanced engineering computations to analyze structural members and assemblies for structural soundness;
- Reviews and approves suggestions for correction of defects or inadequacies found in structural designs and architectural plans;
- Leads investigations to determine suitability of materials and methods of construction;
- Leads the evaluation of testing of soil bearing values and load tests;
- Responds to the most complex inquiries related to construction codes submitted by the public;
- Provides advanced technical assistance to architects and engineers and Structural Plans Engineers relating to plan design data, code interpretations and the solution of design problems;
- Recommends changes in the City Construction Code to resolve design and interpretation problems and to accommodate and control new materials and new design concepts;
- Approves alternate methods or materials for code compliance within the scope of authority delegated by the Assistant Development Services Director who serves as building official;
- Supervises field inspectors in inspection of complex structural and architectural systems;
- Ensures plans review coordination with all disciplines;
- Supervises Structural Plans Examiners I and II, Structural Plans Engineers, and acts as Deputy Development Services Director when assigned;
- Serves as single point of contact for contractors, City management, and others regarding major construction projects;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:

- Principles and practices of supervision.
- Building construction methods, materials and advanced design concepts.
- Structural engineering and the design of reinforced concrete, steel, reinforced masonry, and timber as applied to construction of major buildings and other structures.
- Materials testing procedures and technical report analysis.
- Nationally recognized codes and standards and related ordinances, such as the Uniform Building Code, NFPA Standards, AISC, AISI, AITC, CRSI, ACI and NDS.
- Read and accurately interpret plans and specifications of any complexity and to compare them with construction in progress.
- Work cooperatively with other City employees and the general public.
- Perform a broad range of supervisory responsibilities over others.
- Objectively interpret and consistently apply code requirements and related standards in accordance with department policies.
- Evaluate proposed problem solutions to bring designs into compliance.
- Keep current with changes in construction codes and related laws and ordinances.
- Communicate in the English language by phone or in person in a one-to-one or group setting.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Observe or monitor objects, data or people's behavior to determine compliance with prescribed operating or safety standards.
- Use graphic instructions, such as blueprints, schematic drawings, layouts, or other visual aids.
- Perform engineering computations using mathematical methods such as multiplication, division, algebra, trigonometry, and calculus.
- Comprehend and make inferences from written material.
- Ascend and descend ladders and unfinished stairs without handrails and/or fixed stair treads, such as working on a construction site.
- Travel and maneuver over rough, uneven, rocky surfaces or terrain.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
ACCEPTABLE EXPERIENCE AND TRAINING:
- Must be either a Registered Structural OR Civil Professional Engineer (PE) in the State of Arizona

- Possess the following certifications:

- ICC Building Plans Examiner
- ICC Residential Building Inspector
- ICC Commercial Building Inspector
- ICC CBO Technology Examination
- ICC CBO Legal/Management
- Some positions will require the performance of other essential and marginal functions.
Five years of experience in structural design or structural review of buildings and a bachelor's degree in structural or civil engineering or a related field. Other combinations of experience and education that meet the minimum requirements may be substituted.
