ASSISTANT AVIATION DIRECTOR
JOB CODE 25180
DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to direct the administrative work relating to all Aviation Department activities. Duties include directing the activities of Deputy Directors in the administrative and technical operating areas of the Aviation Department. The incumbent resolves problems and conflicts and establishes good management practices within the department. This class serves as the chief operating officer of the Aviation Department. Work is performed under the general direction of and in close coordination with the Aviation Director.
ESSENTIAL FUNCTIONS:
- Acts in the Aviation Director's absence;
- Interprets policy and provides staff direction on policy and procedures;
- Directs research, procedural and administrative studies and preparation of reports relating to same;
- Assures current and future operational and maintenance needs at the airports;
- Supervises the work of the assigned Divisions and staff;
- Negotiates leases and contracts;
- Enforces Federal, State and local rules and regulations governing airport use outside the area of authority of the Federal Aviation Administration (FAA) and recommends or promulgates modifications in existing rules;
- Plans, directs and reviews building, land and equipment maintenance and protection;
- Initiates and directs the preparation of plans for airport expansion;
- Approves proposed budgets for functions;
- Reviews financial operating reports for the Director;
- Approves management aspects of airport use agreements;
- Maximizes Federal aid for airport planning and development;
- Approves all applications for airport tenant modifications;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Principles and practices of finance and budgeting.

- Aviation supplies and equipment.
- Traffic control and regulation.
- Perform a broad range of supervisory responsibilities over others.
- Analyze and effectively report upon operating conditions and problems and recommend appropriate solutions.
- Work cooperatively with others.
- Coordinate construction and development projects.
- Perform financial and budgetary analysis.
- Communicate orally in the English language with customers, clients, and the public in face-to-face, one-on-one settings, in group settings, and using a telephone.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized by the City designated physician to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential or marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Eight years of responsible experience in airport management or planning and development, three of which must have been in a position supervising professional level staff, and a bachelor's degree in airport management, business administration, civil engineering, or a related field. Other combinations of experience and education which meet the minimum requirements may be substituted.
