DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this class exists is to direct the activities of the City's airport systems. Duties include developing policies and plans for operation and maintenance of the airports and for promulgating and enforcing rules and regulations pertaining to airport management, operations, security and safety. The employee initiates the preparation of plans for airport expansion and inspects new construction in progress for conformance with approved plans. Responsibilities involve considerable liaison and public relations activities in working with Federal and State regulatory authorities and with users and lessees of airport facilities. Supervision is exercised over a staff concerned with the control of economic, airport, and international development, airport expansion and construction, airport operations, the maintenance and servicing of airport facilities, airport safety and security, environmental protection, surface transportation and parking, and business management functions. Work is performed under the general direction of a Deputy City Manager.
ESSENTIAL FUNCTIONS:
- Determines current and future operational and maintenance needs at the airports and gears planning to meet those needs;
- Directs overall airport operations and insures adequate income and proper assessment of individual users and lessees of airport facilities;
- Directs the maintenance and preparation of financial and statistical records and reports;
- Directs the preparation of the Aviation Department operating and capital expansion budget;
- Negotiates leases and contracts;
- Enforces Federal, State and local rules and regulations governing airport use outside the area of authority of the Federal Aviation Administrative (FAA) and recommends or promulgates modifications in existing rules;
- Initiates and directs the preparation of plans for airport expansion;
- Represents the City in community, industry and governmental meetings;
- Prepares and presents special information to the City Council and Phoenix Aviation Advisory Board;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Federal, State, and local rules and regulations pertaining to airport traffic control, airport management, operations, safety, and security.
- Airport maintenance requirements and necessary supplies, materials and equipment.
- The principles and methods of business management of airports.
- Airport and real estate management, including leases and contracts.
- Large scale municipal government operations.
- Analyze and effectively report upon operating conditions and problems and recommend or install appropriate solutions.
- Work safely without presenting a direct threat to self or others.
- Perform a broad range of supervisory responsibilities over others.
- Communicate orally with customers, clients, and the public in face-to-face, one-on-one settings, in group settings, and using a telephone.
- Comprehend and make inferences from written material and produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Work cooperatively with other City employees, Federal, and State regulatory employees, and the public.
Additional Requirements:
- Requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Pass a Federal Bureau of Investigation (FBI) background check.
- Performs other essential or marginal functions as assigned.
ACCEPTABLE EXPERIENCE AND TRAINING:
Six years of progressively responsible administrative management experience, four of which must have been in directing the operation and maintenance of a medium or large hub airport, complex public sector facilities, or a public works department, plus a bachelor's degree in airport management, public or business administration, or a related field. Other combinations of experience and education which meet the minimum requirements may be substituted.
