AVIATION SUPERVISOR III

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to perform a variety of managerial and technical tasks in an airport section or function. In the absence of senior airport management, the incumbents assume administrative, operational, and security functions to the extent that authority has been delegated. The Aviation Supervisor III classification is distinguished from the Aviation Supervisor II class by the broader scope of responsibility and accountability for a greater variety of complex and technical responsibilities, as well as required knowledge and expertise in a highly specialized and/or technical area. Employees in this classification must exercise independent judgment in reacting to unanticipated situations within policies set by the Aviation Director. Some positions may be assigned to an auxiliary airport, including responsibilities such as managing hangars and aircraft stored in such hangars, working with general and commercial users, preparing notices to pilots regarding changes in local field conditions and regulations, conducting surveys of rate changes for airport services, and participating in the setting of hangar and tie-down rental rates and aviation fuel prices. The Aviation Supervisor III reports to an Aviation Superintendent or Deputy Aviation Director, and performance is evaluated through observation, reports submitted, and results obtained.
ESSENTIAL FUNCTIONS:
- Oversees the maintenance, alteration, and repair for an assigned area of operation, such as airside and landside areas, facilities maintenance, mechanical maintenance, revenue control, or energy management;
- Inspects physical facilities, takes temporary corrective action or requests repairs;
- Investigates and resolves complaints related to area of responsibility;
- Operates various equipment, including radios;
- Ensures equipment is operated safely and efficiently;
- Ensures that buildings meet national and local codes;
- Ensures compliance with ground transportation regulations and airport leases;
- Ensures appropriate logs and records are maintained;
- Inspects aircraft movement areas of the airport;
- Inspects for airport rules and regulations violations;
- Represents the department during airport emergencies;
- Completes cost estimates;
- Develops sketches for planned work projects;
- Applies professional and technical expertise;
- Conducts plans review, monitoring or inspecting projects for compliance with plans requirements;
- Develops specifications for standardization of building equipment and fixtures throughout airport facilities;
- Analyzes procedures and equipment, and establishes appropriate objectives and time schedules;
- Negotiates with and oversees performance of outside contractors;
- Evaluates services, equipment, and supplies and writes specifications to procure appropriate materials and evaluates results;
- Responds to inquiries or complaints lodged by the public, tenants, ground transportation operators, or others;
- Trains employees in State statutes, City ordinances, FAA regulations and departmental rules and procedures;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

Additional Requirements:
- Some positions will require the performance of other essential and marginal functions depending upon work assignment, location or shift.
- These positions require the use of a personal or City vehicle on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
ACCEPTABLE EXPERIENCE AND TRAINING:
Four years of progressively responsible experience in airport activities or technically specific areas, two of which must have been in a supervisory capacity, plus an associate's degree in public, business, or airport administration or a related field. Other combinations of experience and education which meet the minimum requirements may be substituted.
