GENERAL AVIATION AIRPORT SUPERVISOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to manage and perform a variety of managerial and technical tasks involving day-to-day administrative activities relating to airfield or facilities maintenance or airport operations for the Aviation Department. Incumbents are responsible for the management of general aviation reliever airport facilities, establishing local field rules and regulations; maintaining the airport facilities, including buildings, structures, airfields, and roadways. Responsibilities include working with various centralized functions on a variety of issues such as lease agreements, environmental clean-up, and the impact of aircraft noise. Incumbents must work with the Aviation Department's Business and Properties Division, Environmental Section, Community Noise Reduction Program, and other areas of the department. Supervision is exercised over aviation supervisors; technical, clerical, and skilled employees. Employees in this classification must exercise independent judgment in reacting to unanticipated situations within policies set by the Aviation Director or one of the Assistant Aviation Directors. The General Aviation Airport Supervisor is distinguished from the Aviation Supervisor III by greater responsibilities and complexity concerning number of tenants, number of aircraft, greater variety in the types of tenants, and overall airport activity. The General Aviation Airport Supervisor reports to a Deputy Aviation Director, and performance is evaluated through observation, reports submitted, and results obtained.
ESSENTIAL FUNCTIONS:
- Oversees the maintenance, alteration, and repair for a general aviation airport;
- Inspects physical facilities, takes temporary corrective action or requests repairs;
- Investigates and resolves complaints related to area of responsibility;
- Operates various equipment, including radios;
- Ensures equipment is operated safely and efficiently;
- Ensures that buildings meet national and local codes;
- Ensures compliance with ground transportation regulations and airport leases;
- Inspects all airport facilities and directs corrective action;
- Manages the custody and use of materials, tools, and equipment used for maintenance programs;
- Develops rules and procedures for increased productivity;
- Assures that storage functions are performed according to established procedures;
- Prepares notices to pilots regarding changes in local field conditions and regulations;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Rules and regulations affecting airport operations, control, safety, and security.
- Project management and community relations.
- The City's procedures, departmental Standard Operating Procedures, Federal Aviation Administration (FAA) safety and security regulations related to airside/landside activities.
- Knowledge of Federal Airport Certification Regulations [Title 14 Code of Federal Regulations (CFR), Part 139] and Transportation Security Administration (TSA) security requirements.
- Supervisory practices and personnel administration.
- Plan for and act appropriately in emergency situations.
- Manage assigned programs and personnel.
- Communicate orally in the English language with individuals in a face-to-face, one-on-one or group setting, or by using the telephone.
- Produce documents written in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Observe, compare, or monitor data, objects, or people's behavior to determine compliance with prescribed operating and safety standards.
- Comprehend and make inferences from material written in the English language.
- Work cooperatively with other City employees and the public.
- Interpret Federal Aviation Administration (FAA) rules and regulations.

Additional Requirements:
- Some positions will require the performance of other essential and marginal functions depending upon work assignment, location, or shift.
- These positions require the use of a personal or City vehicle on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
ACCEPTABLE EXPERIENCE AND TRAINING:
Four years of progressively responsible experience in airport activities or technically specific areas, two of which must have been in a supervisory capacity, plus an associate's degree in public, business, or airport administration or a related field. Other combinations of experience and education which meet the minimum requirements may be substituted.
