AIRPORT OPERATIONS TECHNICIAN
JOB CODE 26010
DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to inspect and maintain airport facility conditions to ensure secure, safe, and efficient airport operations in accordance with local, state, and federal regulations at Phoenix Goodyear Airport and Phoenix Deer Valley Airport. This includes maintaining and repairing buildings and airfield facilities; collecting money for sales and issuing receipts; and providing customer service to the public. Work is performed under the supervision of an Aviation Supervisor II.
ESSENTIAL FUNCTIONS:
- Communicates face-to-face and/or by radio with airport users, tenants, air traffic control tower personnel, emergency-response agencies, co-workers, and the public regarding regulations, safety procedures, and coordination of vehicular movement in the aircraft movement areas;
- Enforces City codes, airport rules and regulations, and airport minimum operating standards;
- Monitors environmental issues, manages hazardous materials, and provides appropriate follow-up;
- Provides assistance during aircraft and other emergencies;
- Conducts safety and security inspections in and around the fixed based operator ramps, perimeter fences, aircraft hangars, and related airport airside and landside areas, and challenges unknown people in or entering secured areas;
- Logs significant events, enforcement actions, inspections, maintenance, ramp checks for overdue aircraft and active Emergency Locator Transmitters, and any special interest items into a daily computer record;
- Enforces airfield driver safety rules and regulations and issues notices of violations;
- Escorts and oversees contracted service providers;
- Issues access cards;
- Receives payment for aircraft storage leases, access cards, and keys;
- Inspects runways and taxiways for surface condition, lighting, markings, and signage;
- Removes foreign objects and debris from the airfield;
- Performs semi-skilled and skilled building maintenance and equipment operations;
- Replaces lamps and makes minor repairs to airport lighting;
- Aligns and repairs hangar doors and door openers;
- Repairs water service lines, sprinkler systems, and sewer lines;
- Repairs doors, door checks, locks, window frames, tables, chairs and other wooden equipment;
- Replaces broken glass and repairs or replaces window cords;
- Repairs leaking roofs and replaces defective roofing;
- Performs some bench carpentry work in a shop equipped with power tools;
- Orders, receives, inventories, and protects tools, supplies, and equipment;
- Operates backhoe, tractor mower, motor broom, and other equipment;
- Cleans and performs routine maintenance on service trucks and other airport equipment;
- Maintains grounds and landscaped areas in good condition;
- Performs custodial services;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Knowledge of:Skill in:
- Federal Aviation Administration rules, regulations, and guidelines.
- Aircraft operation and safety practices to be observed around aircraft.
- Methods, practices, tools, and materials used in facility maintenance and repair work.
- Occupational hazards and necessary safety precautions applicable to facility maintenance work.
Ability to:
- Use and care of tools and equipment necessary to perform facility maintenance and repair tasks.
- Perform at a skilled level in at least one of the building trades and reasonable facility in several related trades, including semiskilled painting, masonry, carpentry, and electrical maintenance.
- Identify, communicate, enforce, and resolve potentially unsafe conditions to aircraft and passengers using the facility on the land and air sides of the airport.
- Bend or stoop repeatedly or continually over time.
- Lift arm above shoulder level.
- Climb ladders or steps.
- Learn job-related material primarily through oral instruction and observation. This learning takes place mainly in an on-the-job training setting.
- Work cooperatively with City employees and the public.
- Communicate orally in the English language with individuals in a face-to-face one-on-one setting, by phone, or by two-way radio.
- Complete and maintain detailed logs and incident reports with clearly organized thoughts using proper English sentence structure, punctuation, and grammar.
- Move objects weighing more than 50 pounds short and long distances.
- Work in a variety of weather and environmental conditions with exposure to the elements, dust, and extreme heat and cold temperatures.
- Work with cleaning fluids, chemicals, pesticides, insecticides, paints, cleaning agents, or similar solutions using normal protective equipment to maintain airfield grounds.
- Remain in a standing position for extended periods of time.
- Use and interpret graphic instructions, such as blueprints, schematic drawings, and penciled layouts to perform maintenance or special projects.
- Travel across rough, uneven, or rocky surfaces.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- All positions in the Aviation Department require candidates to pass a Federal Bureau of Investigation background check and a City of Phoenix or other law enforcement agency fingerprint check prior to hire.
- This classification requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. In addition, individuals are required to pass an Arizona Department of Transportation physical exam and possess the appropriate commercial driver's license. Pre-employment drug testing is required, and employees will be subject to unannounced alcohol and drug testing as a condition of continued employment. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.
- Some positions require an Arizona Structural Pest Control Commission Structural Pesticide Applicator License.
- Some positions require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
One year of airport experience that provides the knowledge and skills needed to perform the essential functions of this job classification, or one year of skilled experience in building maintenance and repair work. Other combinations of experience and education that meet the minimum requirements may be substituted.
