NOISE ABATEMENT SPECIALIST
JOB CODE 26150
DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to assist in the development, implementation, and management of a comprehensive aircraft noise monitoring program utilizing sophisticated portable noise monitoring equipment. Incumbents of this classification must review and investigate existing and proposed environmental rules and regulations pertaining to aircraft sound monitoring and compatible land use for potential impact on air operations, and make decisions and recommendations for coping with same.
ESSENTIAL FUNCTIONS:
- Responds to individual noise complaints, including answering telephone complaints;
- Conducts or participates in public meetings on airport-related noise issues;
- Explains the implications and limitations of aircraft noise reductioin measures;
- Maintains comprehensive files on all noise complaints received and actions taken in response to these complaints, including those related to a formal compliance program/agreement;
- Operates permanent flight track and portable noise monitoring equipment, ensuring proper operation and performing necessary maintenance;
- Reviews, tests, and evaluates the noise impact of proposed operational noise abatement procedures concerning flight path and/or air space changes;
- Develops and implements a public information program concerning noise abatement programs;
- Performs other airport managerial duties as required;
- Compiles periodic and ad hoc reports using data derived from the noise abatement program;
- Advises pilots as to future flight plans and use of airport facilities by issuing NOTAMS (Notices to Air Men);
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Knowledge of:Ability to:
- Research techniques and statistical analysis, including the planning and conducting of studies and investigations to effect solutions to broadly stated problems.
- Current legislation affecting aircraft/airport noise and their adjacent land use.
- Acoustical engineering principles and use of acoustical monitoring equipment, including its capabilities and limitations.
- Maintain effective relations with the public, airlines, military, general aviation representatives, and the Federal Aviation Administration (FAA).
- Interpret FAA rules and regulations.
- Communicate effectively in writing.
- Work cooperatively with a variety of airport users, industry representatives, and City employees.
- Communicate orally in the English language with individuals in a face-to-face, one-on-one or group setting, or by using the telephone.
- Observe, compare, or monitor data, objects, or people's behavior to determine compliance with prescribed operating and safety standards.
- Comprehend and make inferences from material written in the English language.
- Move objects weighing less than 50 pounds short and long distances.
- Work in a variety of weather and environmental conditions with exposure to the elements, dust, and extreme hot and cold temperatures.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions require working shifts, nights, weekends, and holidays.
- Some employees who serve in this class and who are skilled in a second language, will be called upon occasionally to utilize that skill in the routine performance of their duties.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.
ACCEPTABLE EXPERIENCE AND TRAINING:
One year of experience in noise abatement and monitoring program managment and a bachelor's degree in aviation, business, or public administration. Other combinations of education and experience which meet the minimum requirements may be substituted.
