DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to plan, direct, and coordinate the City's economic development, redevelopment, and business assistance activities. Duties include the development of strategies in conjunction with policy-makers, organizations, and the City's top management to market and foster development partnerships. Under the direction of the Assistant City Manager, the Community and Economic Development Director has considerable independence to undertake and coordinate a variety of activities and projects to accomplish broad economic development goals in the City, especially in downtown and target neighborhoods.
ESSENTIAL FUNCTIONS:
- Directs and participates in long-range planning and recommends goals for a unified program of economic, community, and business development;
- Represents the City in discussing major public/private partnerships;
- Advises and works with City Council and top management to develop strategies and initiate projects for economic development in downtown and target neighborhoods;
- Advises and works with citizen boards and advisory committees on development, redevelopment, and business assistance issues and problems;
- Performs key role in determining direction of downtown marketing policies and efforts;
- Coordinates with various City departments on major development, redevelopment, and business assistance policies, issues, and projects;
- Works with media representatives on economic development;
- Advises and works with departmental staff to plan and implement programs;
- Develops marketing program with public and private groups;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Principles and practices of economic development and urban redevelopment.
- Various federal, state, and local laws affecting urban redevelopment and economic development.
- Principles and practices of municipal organization and public administration.
- Principles and techniques of public relations.
- Perform a broad range of supervisory responsibilities over others.
- Communicate orally in the English language with customers, clients, and the public in face-to-face, one-on-one settings, in group settings, and using a telephone.
- Develop long-term strategic plans for Central Phoenix economic development.
- Plan, organize, and coordinate the work of others.
- Analyze problems and issues and recommend solutions and strategies.
- Negotiate with representatives of various citizen groups and private and public agencies.
- Work cooperatively with local leaders, organizations and the media on community development and redevelopment issues.
- Develop workable programs and policies.
- Formulate and interpret departmental policies to the public.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Work cooperatively with others.
- Work safely without presenting a direct threat to self or others.
- Comprehend and make inferences from written material in the English language.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years of increasingly responsible management experience in economic development, redevelopment, and business assistance programs, and a bachelor's degree in public or business administration or a related field. Other combinations of experience and education which meet the minimum requirements may be substituted.
