DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to direct the long-term development and operation of all activities of the Library Department. The City Librarian delegates considerable authority for the performance of administrative and professional activities to the administrators and supervisors of the Extension Services, Technical Services, and Central Library sections. The City Librarian coordinates the public service, clerical, and technical support activities of a large staff or professional, paraprofessional, administrative, and clerical employees. Work is performed under the general direction of a Deputy City Manager.
ESSENTIAL FUNCTIONS:
- Supervises professional, paraprofessional, administrative, and clerical staff;
- Confers with and advises division heads concerning problems related to the provision of library services;
- Plans and directs all phases of library system operation;
- Studies local community and current library methods and modifies the library system to meet community needs and professional standards;
- Instructs supervisory personnel about general policies and procedures and conducts staff conferences and meetings;
- Prepares written and oral reports for the the Library Board;
- Plans new and remodeled library facilities and furnishings;
- Confers with other officials, citizens, and community organizations and explains the library system's objectives, policies, services, and needs;
- Prepares the annual budget for review by the Library Board and submission to the City Manager and City Council;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.

- Communicate in the English language by phone or in person in a one-to-one or group setting.
- Review or check the work products of others to ensure conformance to standards.
- Analyze professional problems and take appropriate actions.
- Work cooperatively with other City employees and the general public.
- Work safely without presenting a direct threat to self or others
Additional Requirements:
- This position will require the performance of other essential or marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Five years in the administration and direction of a multi-agency public library system, or major library division, including authority for personnel and budget administration, and a master's degree in library science from an American Library Association (ALA) accredited institution. Other combinations of education and experience which meet the minimum qualifications may be substituted.
