PARKS SPECIALIZED MAINTENANCE FOREMAN

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to supervise and participate in journey level plumbing and mechanical maintenance work. The Parks Specialized Maintenance Foreman supervises a crew of Park Maintenance Mechanics (plumbing installation), Trades Helpers, and Welders operating out of the Special Operations Division. Work involves complex plumbing and mechanical equipment repair projects, maintenance of chlorination systems and handling potable water. Work is performed under the general direction of the Parks Special Maintenance Supervisor.
ESSENTIAL FUNCTIONS:
- Supervises and participates in the installation, maintenance, and repair of park mechanical equipment and plumbing systems (sewer lines, water mains, hot water boilers, drinking water purification systems, swimming pool filter systems, chlorine gas equipment, and mechanical feeding systems);
- Performs emergency repair work during periods when regular maintenance crews are off duty;
- Estimates labor and material costs from blueprints or work plans to prepare initial project budgets;
- Conducts physical inventories of supplies to ensure that crews have materials necessary to perform assigned tasks;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Principles of supervision and personnel practices.
- Methods, tools, and materials used in plumbing maintenance and repair work including welding, brazing and cutting.
- Department and City administrative policies and procedures.
- Occupational hazards and necessary safety precautions.
- Maintenance and operation of parks equipment.
- Perform a broad range of supervisory responsibilities over others.
- Perform costing estimates for labor and materials from blueprints or work plans.
- Communicate in the English language by phone or in person in a one-to-one setting.
- Interpret and work from sketches and penciled diagrams.
- Understand and follow oral and written directions.
- Comprehend and make inferences from written material and learns job-related material through oral instruction and observation. This learning takes place mainly in an on-the-job training setting.
- Produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Work in a variety of weather conditions with exposure to the elements.
- Work safely without presenting a direct threat to self or others.
- Work cooperatively with the general public and other City employees.
Additional Requirements:
- Possession of a City of Phoenix Plumbing and Gas Fitting Certificate is required within 12 months of appointment to the class.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential functions based on work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of journey level experience or completion of appropriate apprenticeship program in plumbing or mechanical maintenance and repair work, including one year of trades supervisory experience. Other combinations of experience and education that meet the minimum requirements may be substituted.
