ASSISTANT PARKS & RECREATION DIRECTOR

DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to administer and direct functions and programs of a multi-disciplinary municipal parks and recreation system and provide executive-level assistance and policy analysis to the Department Director. Responsibilities include parks and recreation operations and departmental programs and administration which encompass the management of the department's budget; operations analysis; supervision over parks and recreation districts, special operations, and golf. Work is performed with considerable independence and latitude to allow professional judgment to be exercised in making decisions. Supervision is provided over the classifications of Parks and Recreation Administrator, and Golf/Tennis Administrative Supervisor. Work performance is reviewed by the Parks and Recreation Director through reports and results obtained.
ESSENTIAL FUNCTIONS:
- Supervises professional staff in the administration of general parks maintenance and recreational services;
- Establishes and monitors management controls for administration and fiscal procedures;
- Directs research and studies related to internal management or operational objectives;
- Represents the City and department at public meetings and staff conferences;
- Establishes procedures for performance of administrative functions and budget administration;
- Prepares long-range planning and capital improvements;
- Serves on various interdepartmental project groups, special projects, and task forces;
- Reviews diverse divisional programs to set and adjust priorities and policies;
- Manages and monitors a variety of operations to ensure success and implementation of City and departmental objectives;
- Explains and interprets departmental activities, programs, and procedures;
- Establishes procedures to monitor effectiveness and cost efficiency of park and street landscaping maintenance work;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

- Municipal finance, budgeting, and control.
- Research techniques, methods, and procedures.
- Principles and practices of statistics with particular reference to the application of financial and operating statistics.
- Principles and practices of supervision and personnel administration.
- Perform a broad range of supervisory responsibilities over others.
- Analyze, interpret, and report research findings; recommend and take appropriate action.
- Communicate orally in the English language with customers, clients, and the general public by telephone or in a face-to-face, one-to-one or group setting.
- Produce written documents in the English language with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Use graphic instruction, such as blueprints, schematic drawings, layouts or other visual aids.
- Observe, compare, or monitor data to determine compliance with prescribed operating or safety standards.
- Comprehend and make inferences from written material.
- Travel over rough, uneven, or rocky surfaces.
- Learn job-related material primarily through oral instruction and observation. This learning takes place mainly in an on-the-job training setting.
- Work cooperatively with other City employees, outside agencies, and the general public.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions.
ACCEPTABLE EXPERIENCE AND TRAINING:
Four years of progressively responsible experience in the direction of public parks or recreation programs, and a bachelor's degree in recreation, parks management, public administration or a related field. Other combinations of experience and education which meet the minimum qualifications may be substituted.
