The fundamental reason this classification exists is to lead and direct a small crew engaged in the skilled installation, maintenance and repair of the City's water distribution system. Incumbents are responsible for operating a backhoe and for participating in the activities of the crew. Water Services Crew Leaders receive job assignments through work orders and verbal instructions and are expected to carry projects through to completion, resolving most problems with some independence. The increased responsibility assumed with the leadership role of this classification distinguishes it from the Water Services Worker classification. Instructions and general supervision are received from the Water Services Foreman who reviews work by making job site visits or reviewing reports.
ESSENTIAL FUNCTIONS:
- Schedules, assigns, leads, and participates in the work of a small crew engaged in the installation, maintenance, and repair of water mains, fire hydrants, and valves;
- Supervises the digging, shoring, and backfilling of ditches and directs the operation of water main valves to shut down or re-open a section of water main;
- Prepares daily written reports on labor hours expended and materials used;
- Operates a backhoe and a two-ton utility truck with a trailer to excavate trenches and transport crews and materials to the jobsite;
- Directs barricading and traffic control where a water main break or service leak occurs in the right-of-way;
- Notifies customers when water will be turned off;
- Monitors crew activities to ensure that safety and water quality policies are followed.
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:

- Methods, materials, tools, equipment, and practices used in repairing and installing water mains and related fittings.
- The hazards inherent in water distribution maintenance work and safety measures required.
- The general water distribution system of the City of Phoenix.
- Backfilling, compaction, and pavement patching methods.
Ability to:
- The use and care of hand tools and equipment used in the installation, maintenance, and repair of the water distribution system.
- Assign and direct the work of a small crew.
- Work in a variety of weather conditions with exposure to the elements.
- Work cooperatively with other City employees.
- Understand and follow written and oral instructions in English.
- Communicate orally with co-workers, customers, or the public in a face-to-face one-to-one setting.
- Observe or monitor objects and people's behavior to determine compliance with prescribed operating or safety standards.
- Produce written documents with clearly organized thought using proper English sentence construction, punctuation, and grammar.
- Learn job-related material through oral instruction and observation or through structured lecture in an on-the-job training setting or in a classroom.
- Measure distance using a tape measure or other measuring device.
- Work safely without presenting a direct threat to self or others.
- Make continuous or repetitive arm-hand movements to make repairs to the water distribution system.
- Make fine, highly controlled manipulations of small objects.
- Coordinate the movement of more than one limb simultaneously to operate a backhoe.
- Bend or stoop repeatedly or continually over time to repair water mains, service connections or hydrants.
- Lift arms above shoulder level.
- Work in small cramped areas such as ditches to repair water mains.
- Climbs steps to get into and out of a backhoe.
- Travel across rough, uneven or rocky surfaces at an excavation site.
- Move debris, dirt or other material from one place to another using a shovel, rake or other tool.
- Move heavy objects (50 pounds or more) long distances (more than 20 feet).
- Set up or remove barricades, traffic cones or similar objects.
- Dig up ground for ditches or holes using a pick, shovel, spade or other tools.
Additional Requirements:
- Possession of a Grade I Arizona Department of Health Services Water Certificate at time of appointment.
- This classification requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. In addition, individuals are required to pass an Arizona Department of Transportation physical exam and possess the appropriate commercial driver's license. Pre-employment drug testing is required, and employees will be subject to unannounced alcohol and drug testing as a condition of continued employment. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Three years of experience installing, maintaining, and repairing water distribution systems (or two years of skilled experience at the level of Water Services Worker) and one of the following: (1) Successful completion of a departmental training program in equipment operation; or (2) Qualification for out-of-class pay as an Equipment Operator III*Backhoe or a Water Services Crew Leader; or (3) Documented proof of 120 hours of backhoe training; or (4) Two years of verifiable experience operating a backhoe. Other combinations of experience and education that meet the minimum requirements may be substituted.
