WATER SERVICES FOREMAN
JOB CODE 50350
DISTINGUISHING FEATURES OF THE CLASS:

The fundamental reason this classification exists is to provide first-line supervision over employees involved in installing, maintaining, and repairing water mains and services. Work involves one of the following: supervising two or three service repair crews consisting of a Water Services Crew Leader and two Water Services Workers/Trainees; supervising a single crew engaged in heavy maintenance and new construction projects; supervising a pool of Water Services Workers engaged in specialty functions such as valve exercising, valve shutdowns, and utility locates; or supervising several small hydrant repair crews and tapping crews. Water Services Foremen are rotated periodically and are expected to be able to perform effectively in any of the four assigned areas. Work is performed under the general supervision of a Water Distribution Supervisor I who reviews work by making work site visits and analyzing job reports.
ESSENTIAL FUNCTIONS:
- Supervises the work of crews engaged in installing, cleaning, moving, replacing or repairing water mains, fire hydrants, valves, and service lines of various sizes, or supervising crews engaged in special operations;
- Maintains radio contact with Water Services Crew Leaders and arranges for the delivery of materials and equipment to job sites;
- Directs barricading and traffic control where a water main break or service leak occurs in the right-of-way;
- Monitors crew activities to ensure that safety and water quality policies are followed;
- Contacts property owners, contractors, utility company employees, and other City departments to coordinate the completion of service requests or to resolve problems;
- Coordinates the daily use of equipment;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Knowledge of:Skill In:
- Methods, materials, tools and equipment used in constructing, maintaining, and repairing the City water distribution system.
- Hazards of water distribution work and safety measures to be observed, including trench safety, hard hat, and vest policies.
- Disinfection procedures.
Ability to:
- The use and care of equipment and tools in the construction, maintenance, and repair of the water distribution system.
- Perform a broad range of supervisory responsibilities over others.
- Work cooperatively with other City employees.
- Observe or monitor objects or people's behavior to determine compliance with prescribed operating or safety standards.
- Communicate orally with co-workers, customers, or the public in a face-to-face one-to-one setting or by using a telephone.
- Comprehend and make inferences from written material.
- Work in a variety of weather conditions with exposure to the elements.
- Learn job-related material through oral instruction and observation. This learning takes place mainly in an on-the-job training setting.
- Produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Retrieve data or information from a terminal, PC, or other keyboard device on the Water Distribution Service Request System (WDSR) in order to plan and schedule work activities.
- Read and use graphic instructions such as quarter-section maps.
- Set up or remove barricades, traffic cones or similar objects.
- Work safely without presenting a direct threat to self or others.
Additional Requirements:
- Possession of a Grade II Arizona Department of Health Services Water certification by the end of the probationary period.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work assignment, location, or shift.
ACCEPTABLE EXPERIENCE AND TRAINING:
Four years of experience in installing and repairing water mains and fittings including one year of experience in directing crew activities as either a Water Services Crew Leader or a Water Services Worker, Assigned: Specialty Crews. Other combinations of experience and education that meet the minimum requirements may be substituted.
