OPERATIONS & MAINTENANCE TECHNICIAN
ASSIGN: SPECIALISTJOB CODE 50371
DISTINGUISHING FEATURES OF THE CLASS:

The Operations & Maintenance Technician assign: Specialist is the Level 3 skill block level of the Operations & Maintenance Technician base classification.
Level 3 Skill Block Specialist Assignment:
Operations O3 Skill Block: Employees provide advanced operational support (prepare ad hoc plant operational reports, write standard operating procedures (SOP), serve as scheduling leader, troubleshoot and prioritize issues) Requires ADEQ Grade IV certification.
Maintenance M3 Skill Block: Employees provide advanced-level maintenance (perform pump/motor overhauls, replace mechanical seals and bearings, troubleshoot large or complex equipment, operate a boom truck, and serve as project leader on projects).
Electrical/Instrumentation E/I3 Skill Block: Employees provide trades assistance (install, calibrate, maintain, and analyze a variety of electronic instrumentation and measuring devices; assist in the installation, calibration, and repair of electrical equipment; install maintain, and analyze malfunctions of computerized computer devices, control and instrument loops; establish work priorities; respond to emergency call out; troubleshoot problems for plant integrity; and provide team leadership).
ESSENTIAL FUNCTIONS:
Operations Level 3 (O3)
- Prepares work schedules, coordinates, and participates in shift activities to ensure continual safe, efficient operation of a treatment plant/well field.
- Inspects plant on a regular basis to ensure that equipment is functioning properly and to identify operational or safety problems.
- Diagnoses operational problems and recommends possible alterations, adjustments, and/or procedural changes to correct the problem.
- Checks and reviews plant log records, gauges, meters, and other plant/well field measuring and testing devices.
- Prepare operational reports, inventory control records, payrolls, and various other records and reports.
- Monitors and analyzes the results of lab tests and adjusts chemical feeding rates for effective water/wastewater treatment.
- Makes necessary process changes as indicated by tests.
- Identifies equipment modification, repair, and replacement needs and priorities.
- Conducts and supervises on-the-job training and career development of assigned personnel.
- Responds to plant chlorine alarms and resolves operational problems, warns employees of existing safety hazards and ensures that the proper corrections are made.
Maintenance Level 3 (M3)
- Supervises and participates in maintenance of wastewater treatment facilities or water production facilities.
- Fabricates, constructs, installs, and repair equipment and machinery.
- Installs and repairs mechanical equipment in a water production or wastewater treatment.
- Cleans, adjusts, aligns, and lubricates equipment in compliance with plant preventative maintenance programs.
- Pulls, repairs, and re-installs deep well pumps.
- Diagnoses equipment problems and determines repairs needed.
- Repairs horizontal, and vertical drive centrifugal pumps.
- Performs arc and acetylene welding in the fabrication of equipment.
- Serves as a lead employee in directing and overseeing the work of other skilled employees assigned to assist with a project.
- Operates mechanical equipment to diagnose problems and determine repairs needed.
- Responds to emergency call outs, troubleshoots problems and takes actions to ensure plant integrity.
- Completes paperwork to document work completed.
- Install spherical, thrust, radial, and line-shaft bearings on pumps and motors.
- Construct complete water pumping stations and deep well water pumping stations from Engineering blueprints and places related equipment and machinery into operation.
- Use Self Contained Breathing Apparatus or other respiratory protection when working in contaminated environments.
- Conduct and supervises on-the-job training and career development of assigned personnel.
- Use computerized maintenance management system (CMMS) to update database with information regarding the status of assigned work orders.
Electrial/Instrumentation Level 3 (E/I3)
Required Knowledge, Skills and Abilities:
- Installs, calibrates, maintains, and analyzes a variety of electronic instrumentation and metering devices.
- Assist in the installation, calibration, and repair of electrical equipment and peripheral equipment.
- Installs, maintains, and analyzes malfunctions of computerized control devices, control and instrument loops.
- Establishes work priorities.
- Evaluates automatic process control equipment for operational requirements.
- Inspects existing installations of electronic instrumentation.
- Responds to emergency call outs, troubleshoots problems for plant integrity.
- Uses calibration test equipment, volt and amp meters.
- Reads and draws electrical sketches.
- Performs on-the-job training.
- Provides team leadership, coaching, and motivation.
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Operations Level 3 (O3)
Knowledge of:Skill in:
- The functions and mechanics of facility equipment and machinery and of routine and emergency service and maintenance requirements.
- Modern water/wastewater treatment methods, theories, and practices.
- Chemical, biological, and physical processes involved in the treatment of water/wastewater.
- Ordinances, rules, and regulations governing the treatment and discharge of water/wastewater.
- The design, operation, and process control of water/wastewater treatment.
- Safe drinking water regulations.
- Water/Wastewater Treatment Plant safety procedures, including OSHA safety standards.
- Operation, repair, and maintenance of pumps and electrical motors.
- Piping, control systems, chemistry, and bacteriology as related to water/wastewater treatment.

- Laboratory techniques and apparatus.
- Applicable State and Federal regulations.

- Operation of various types of water/wastewater treatment plant processes and equipment.

- Produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.
- Enter data or information into a terminal, PC, or other keyboard device.
- Maintain annual Self-Contained Breathing Apparatus (SCBA) certification through refresher training and annual physical examination per Occupational Safety and Health Administration standards.
- Comply with the Confined Space Entry procedure as approved by the Occupational Safety and Health Administration.
- Work safely without presenting a direct threat to self or others.
- Work with chemicals or similar solutions using only normal protective equipment.
Maintenance Level 3 (M3)
Knowledge of:Skill in:
- Methods, practices, tools, and materials used in maintaining, repairing or constructing water and wastewater treatment plant equipment.
- Hydraulics and pneumatics of systems involving pneumatic tansk, deep wells, air compressors, pneumatic dactuators, wet wells, pumps, and booster stations.
- Submersible pumps, speed increasers and decreasers.
- Procedures, practices, tools and materials used in the maintenance and repair of large stationary engines, pumps, blowers, and other heavy plant equipment.
- Occupational hazards and necessary safety precautions applicable to mechanical repair and maintenance work of water and wastewater treatment.
Ability to:
- The use of precision measuring equipment such as micrometers and dial indicators.
- Gas and electric welding.
- The use and care of the tools and equipment used in the maintenance of large complex machinery and equipment.
- Perform lead responsibilities over other skilled workers.
- Observe or monitor people's behavior, data or objects to determine compliance with prescribed operating or safety standards.
- Measure distance using a tape measure or other measuring device.
- Maintain annual Self-Contained Breathing Apparatus (SCBA) certification through refresher training and annual physical examination per Occupational Safety and Health Administration standards.
- Comply with the Confined Space Entry procedure as approved by the Occupational Safety and Health Administration.
- Use graphic instructions, such as blueprints, schematic drawings, layouts, or other visual aids.
- Make precise arm-hand positioning movements and maintain static arm-hand position to operate an electric hand drill or similar tool.
- Make fine, highly controlled muscular movements to adjust the position of a control mechanism in the operation or repair of equipment.
- Work in small, cramped areas to repair equipment.
- Climb ladders or steps to access equipment.
- Travel across rough, uneven, or rocky surfaces at a treatment plant or booster station site.
- Move heavy objects (50 pounds or more) short distances (20 feet or less).
- Learn job-related material through oral instruction and observation or through structured lecture and reading. This learning takes place in both on-the-job training settings and in classroom settings.
- Work with cleaning fluids, effluent, cleaning agents, paints, chemicals or similar solutions using only normal protective equipment.
- Work in a variety of weather conditions with exposure to the outdoor elements.
- Understand and follow written and oral instructions in the English language.

Electrical/Instrumentation Level 3 (E/I3)
Knowledge of:Skill in:
- Electronic instrumentation and computer maintenance as it applies to the City's treatment plants.
- Analog and digital electronic control systems, devices, theory, terminology, and application.
- Hazards and safety practices of the trade, such as chlorine gas, hydrogen sulphide, raw sewage, pressurized equipment, and high voltage.
- Effective supervisory practices and motivational techniques.
Ability to:
- The use and care of tools and equipment, including calibration test equipment, common hand tools, volt and amp meters.
Additional Requirements:

- Make fine, highly controlled muscular movements to adjust the position of levers to repair equipment.
- Coordinate the movement of more than one limb simultaneously to repair equipment.
- Bend or stoop repeatedly or continually over time to repair equipment.
- Lift arms above shoulder level to repair equipment.
- Move objects from 20-50 pounds, such as flow meters, short distances (20 feet or less).
- Work in a variety of weather conditions with exposure to the elements to maintain treatment plant equipment.
- Climb ladders or steps to access equipment in confined spaces.
- Perceive the full range of the color spectrum to repair electrical devices.
- Comprehend and make inferences from written materials such as operations manuals or Material Data Safety Sheets (MSDS).
- Work in small cramped areas to repair equipment.
- Travel across rough, uneven, or rocky surfaces at a treatment plant to access equipment.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. In addition, individuals may be required to pass an Arizona Department of Transportation physical exam and possess the appropriate commercial driver's license (CDL). Pre-employment drug testing is required for CDL positions. Employees in CDL positions will be subject to unannounced alcohol and drug testing as a condition of continued employment. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.
- Some positions will require the performance of other essential and marginal functions depending upon work location, assignment or shift.
Operations Level 3
ACCEPTABLE EXPERIENCE AND TRAINING:
- Possession of a State of Arizona Department of Environmental Quality Grade III certification by the end of the probationary period.
Completion and accreditation of the Water Services Department's O&M Technician Level I Skill Blocks and one Level II Skill Block and a minimum of the appropriate ADEQ Grade II certification.
