OPERATIONS & MAINTENANCE TECHNICIAN

Effective Date: Rev. 09/09N DISTINGUISHING FEATURES OF THE ASSIGNMENT:
The Operations & Maintenance Technician assigned as Team Leader provides leadership for a group or section of Operations & Maintenance (O&M) Technicians involved in the day-to-day operation and maintenance of water treatment plants, wastewater treatment plants or wastewater lift stations, remote water transmission, storage, and delivery sites. A Team Leader is expected to monitor the technical performance of the facility and make any necessary adjustments to ensure all internal requirements as well as those of various local, state, and federal regulatory agencies are met. Incumbents must work effectively in a highly dynamic environment involving both planned and unplanned activities. A Team Leader may also have responsibility for oversight of specialty maintenance crafts, equipment operators, or other Operations & Maintenance Technicians assigned to environmental, health, and safety programs, or work planning and scheduling functions. Work is evaluated by an Operations & Maintenance Supervisor through conferences, reports, results achieved, and feedback from subordinate staff. Team Leader is the Level 4 skill block level of the Operations & Maintenance Technician base classification. The knowledge, skills, abilities, and experience required, along with the specific Grade 4 certifications required, will vary depending on the division in which the assignment is made. Level 4 skill block Team Leader assignment employees must complete nine skill blocks in the previous three levels and must have a minimum of six months of experience at each facility/division credited in one of the following combinations:
Two Water Treatment Plants and one Wastewater Treatment Plant
ORTwo Wastewater Treatment Plants and one Water Treatment Plant
ORWastewater Collection, Water Distribution, and one Wastewater Treatment Plant
ORWastewater Collection, Water Distribution, and one Water Treatment Plant Team Leaders provide advanced level operation control, maintenance, and calibration/troubleshooting of instrumentation, electrical repairs, flow meters, oxygen reduction potential meters, Ph probes, chlorine analyzers, and related equipment.ESSENTIAL FUNCTIONS:

- Issues daily work assignments to O&M Technicians and journey-level trade specialists and understands the basic concepts and fundamentals of the assignment;
- Directs the daily work activity for both operations and maintenance needs on a plant-wide, multi-process, or multi-facilities basis;
- Works with Planner/Schedulers to coordinate maintenance work tasks and follow a Department Maintenance Plan;
- Develops standard work practices;
- Inspects completed jobs for quality assurance;
- Responds to unplanned operational or maintenance events;
- Coordinates on-the-job training for O&M Technicians;
- Compiles data for daily operational reports, inventory control, payroll, and other day-to-day reporting activities;
- Prepares operational reports for regulatory, budgetary and other purposes;
- Diagnoses operational problems and recommends corrective actions;
- Works with the team to establish goals, priorities, and expectations, and to develop the action plans and strategies for accomplishing them;
- Develops employees for increased value to the organization;
- Establishes and maintains open communication with work team members about all issues affecting them and their roles in the Division, Department, and City;
- Promotes team involvement and participation in setting goals, priorities, and strategies for safe, efficient, and effective plant/facility operations;
- Provides input for employee performance evaluations;
- Works irregular hours, standby shifts, second and/or third shifts, weekends, holidays, and evenings;
- Interprets equipment and laboratory analysis and works with section supervisors to utilize information for efficient process control;
- Analyzes data for trends, patterns, and technical problems and works with section supervisors to develop and implement solutions;
- Participates in the development and review of plans and procedures for efficient water treatment, wastewater treatment, wastewater collection, and water distribution systems;
- Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
Required Knowledge, Skills and Abilities:
Knowledge of:Skill in:
- Supervisory personnel practices and policies.
- The functions and mechanics of modern water and/or wastewater treatment facility equipment.
- The functions and mechanics of modern transmission, collection, and delivery equipment at remote water and wastewater facilities.
- The overall water and wastewater system operation; to include but not limited to: system hydraulic principles; pressure zones; plant and remote site operation; transmission mains, and Collection and Distribution systems.
- Pumps, control valves, motors, and pump curves.
- Lift stations, deep well pumps, storage tanks and reservoirs, pressure reducing stations, and booster pump station construction and operation principles.
- Arsenic treatment/removal.
- Odor control, scrubber systems.
- Routine and emergency facility equipment maintenance requirements.
- Standard and emergency process control and operational practices associated with their accredited water and/or wastewater treatment facilities.
- Standard process control and operation practices associated with a water distribution and/or wastewater collection system.
- Chemical handling and safety precautions.
- Modern maintenance management procedures.
- Applicable local, state, and federal regulations relating to the assigned facility.
- Plant control/SCADA or DCS system applications.
- Basic instrumentation control and applications.
- City, department and division policies, M.O.U.s, and organizational protocols.
Ability to:

- Comprehend and make inferences from technically written materials.
- Comply with the Confined Space Entry procedure as approved by the Occupational Safety and Health Administration.
- Work with chemicals or similar solutions using proper personal protective equipment (PPE).
- Work safely without presenting a threat to self or others.
- Travel across rough, uneven, or rocky surfaces at treatment plants or remote water or wastewater facilities.
- Comply with various City, State, and Federal requirements.
Additional Requirements:
- Persons in this position are required to possess and maintain a State of Arizona Department of Environmental Quality Grade 4 Operator certification for the appropriate disciplines at time of assignment.
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. In addition, individuals may be required to pass an Arizona Department of Transportation physical exam and possess the appropriate commercial driver's license (CDL). Pre-employment drug testing is required for CDL positions. Employees in CDL positions will be subject to unannounced alcohol and drug testing as a condition of continued employment. Use of a personal vehicle for City business will be prohibited if the employee does not have personal insurance coverage.
